We are launching a brand-new Behavioral Health Service Organization (BHSO) in Knott County, KY , featuring a specialized Therapeutic Rehabilitation Program (TRP) co-located within an established 80-bed Personal Care Home. Phase One of this role is highly focused and execution-driven: Your immediate objective is to spearhead the state licensing process and insurance credentialing workflows to get our doors open.
Full Autonomy & Operational Control:
Once operational, you will have full clinical and operational control over the entire program. You will have a blank slate to build the organization your way, including complete authority over talent acquisition, hiring, and staffing structures (such as recruiting your Program Director and LCSWs). Key Responsibilities Licensure & Launch (Immediate Focus): Personally manage and execute the end-to-end application process for the initial Kentucky Office of Inspector General (OIG) BHSO license (902 KAR 20:430).
State & Local Liaison:
Coordinate with the Kentucky State Fire Marshal, local building officials, and OIG health inspectors to secure physical plant approvals.
Medicaid Enrollment:
Manage the provider enrollment process through the Kentucky Medicaid Partner Portal Application (MPPA) for Provider Type 03 status.
MCO Contracting:
Negotiate and secure in-network provider contracts with all active Kentucky Medicaid Managed Care Organizations (Aetna, Anthem, Humana, Passport/Molina, WellCare).
Full Clinical & Staffing Control:
Post-launch, direct all clinical programming and build your team from scratch. You will hold final say over the hiring of all clinical, administrative, and peer support staff.
Financial Command:
Take full ownership of the annual operating budget, revenue cycle management (RCM), and overall profit and loss (P&L) as an equity partner.
Qualifications & RequirementsEducation:
Master's degree in Healthcare Administration (MHA), Business Administration (MBA), Public Health (MPH), or a Master's degree in a clinical behavioral health field (MSW, Counseling) with a heavy business management background.
Experience & Skills:
Minimum of 5 years of senior administrative leadership experience in a healthcare facility, hospital network, or behavioral health organization. Proven, documented track record of successfully navigating Kentucky OIG healthcare licensing and/or state Medicaid provider enrollment processes ( Required ). Strong experience managing budgets over $1M and overseeing multi-tier employee structures. Expert knowledge of the Kentucky behavioral health landscape, including DMS regulations, MCO billing structures, and 902 KAR 20:430 requirements. Must pass a mandatory Kentucky continuous fingerprint background check (KARES) and central registry check. Your compensation package includes:
Competitive Base Salary:
$90,000 - $140,000 (Commensurate with experience and licensure). 10%
Equity Stake:
Vesting automatically once the BHSO is fully licensed by the OIG and actively operating. $35,000 Performance Bonus Pool tied directly to start-up milestones: $5,000 upon successful OIG Application submission. $7,500 upon receiving your physical OIG License. $5,000 upon Kentucky MPPA Medicaid Portal activation. $10,000 upon securing major MCO In-Network contracts.
