75,000.00 - 90,000.00 per year Position Overview We are seeking an experienced Regional Director of Outpatient Services to provide senior clinical and operational leadership for outpatient Mental Health and Substance Use Disorder (SUD) programs across New Jersey and Pennsylvania. This position is responsible for the overall clinical quality, regulatory compliance, operational performance, staffing, utilization, and continued development of outpatient and intensive outpatient (OP/IOP) services . The Regional Director oversees both clinical and administrative teams and works closely with executive leadership, billing, utilization management, and other departments to ensure high-quality, evidence-based, financially sustainable services. The ideal candidate is a licensed behavioral health professional with significant experience managing Medicare/Medicaid-funded behavioral health programs , supervising multidisciplinary teams, maintaining regulatory and accreditation compliance, and overseeing services for individuals with mental health, substance use, and co-occurring disorders. Key Responsibilities Regional Program & Operational Leadership Provide regional oversight of outpatient and intensive outpatient programs, including Mental Health, Substance Use Disorder, and Behavioral Health services . Oversee clinical and administrative personnel associated with assigned programs across New Jersey and Pennsylvania. Manage the day-to-day clinical and operational performance of outpatient services. Ensure the organization's mission, values, and treatment philosophy are incorporated into daily program operations. Establish and maintain effective operational and administrative processes that support program objectives. Monitor program census, service utilization, staffing, and other key performance indicators. Identify operational challenges and implement strategies to strengthen program performance and service delivery. Collaborate with executive leadership on program planning, implementation, monitoring, and organizational initiatives. Clinical Leadership & Treatment Quality Oversee the delivery and management of clinical treatment across assigned outpatient programs. Ensure behavioral and pharmacological approaches to treatment are evidence-based or supported by objective clinical information and recognized standards of care. Ensure clinical services are delivered in accordance with each patient's individualized treatment plan. Promote coordination between behavioral health services and other patient-care services to maintain continuity of care. Ensure individuals with co-occurring mental health and substance use disorders receive assessment, diagnosis, and treatment from appropriately trained and qualified professionals. Provide advanced clinical guidance and leadership to clinical teams. Provide or ensure appropriate direct clinical supervision and maintain required supervision documentation. Provide clinical services, including individual or group sessions, when necessary and appropriate. May maintain a limited clinical caseload based on program needs. Regulatory, Licensing & Accreditation Compliance Oversee licensing and regulatory compliance for assigned outpatient programs. Ensure compliance with applicable federal, state, county, and local regulations , program requirements, payer requirements, and accreditation standards. Support accreditation preparation, surveys, corrective actions, and ongoing compliance activities. Translate regulatory and accreditation requirements into effective clinical policies, procedures, and operational practices. Assist with developing, reviewing, and implementing clinical and operational policies and procedures. Ensure clinical personnel maintain required professional licenses, certifications, and credentials in accordance with applicable regulations. Monitor documentation standards and ensure clinical records meet regulatory, payer, and organizational requirements. Maintain appropriate confidentiality and ensure compliance with organizational privacy and recordkeeping requirements. Clinical & Administrative Staff Leadership Supervise and provide leadership to clinical and administrative staff associated with assigned programs. Establish and maintain required clinical supervision structures. Provide orientation, training, coaching, and performance evaluation for new and existing clinical team members. Evaluate clinical staff performance in coordination with executive leadership. Identify professional development needs and support ongoing staff training. Promote accountability, professionalism, appropriate boundaries, and respectful communication. Create an environment that encourages collaboration across clinical, administrative, billing, and operational teams. Quality Assurance & Performance Improvement Participate in the development of clinical quality indicators and measurable program outcomes. Collect, review, and analyze clinical and operational data to monitor staff and program performance. Assist with quality assurance and continuous improvement initiatives. Identify trends, areas of risk, and opportunities to improve clinical outcomes and operational performance. Ensure clinical documentation and service delivery remain consistent with treatment plans, payer requirements, and regulatory standards. Develop and implement corrective actions when performance or compliance concerns are identified. Utilization, Authorizations & Revenue Cycle Coordination Monitor program census, utilization, and financial authorization of services. Support timely completion and submission of prior authorization requirements. Coordinate with clinical staff to ensure documentation necessary for authorizations is completed accurately and on time. Conduct utilization review in partnership with Billing and other applicable departments. Identify and communicate trends involving utilization, authorizations, documentation, billing, and service delivery. Work cross-functionally to resolve clinical and billing issues that could affect continuity of care or program performance. Program Development, Curriculum & Planning Assist with the development and implementation of clinical curricula and program materials. Support program expansion and improvements based on community needs, outcomes, utilization, and organizational priorities. Participate in planning and budgeting for mental health and substance use treatment services. Assist with monitoring program budgets and expenditures. Support the creation and implementation of policies, procedures, reports, educational materials, and other program resources. Coordinate with internal and external stakeholders involved in program activities. Required Qualifications Master's degree from an accredited college or university in Social Work, Counseling, or a closely related behavioral health field . Active LCADC (Licensed Clinical Alcohol and Drug Counselor) credential. Active LCSW and/or LPC license, as applicable to the position and jurisdiction. Minimum of 3 years of experience in substance use disorder treatment , including supervisory experience. Minimum of 3-4 years of supervisory and/or behavioral health service operations experience . Demonstrated experience managing or providing leadership within outpatient and/or intensive outpatient behavioral health programs . Experience operating within a Medicare and/or Medicaid-funded behavioral health environment . Strong knowledge of mental health, substance use disorder, and co-occurring disorder treatment. Experience supervising clinical professionals and ensuring compliance with clinical supervision requirements. Preferred Skills & Competencies Experience overseeing behavioral health programs across multiple locations or jurisdictions. Knowledge of New Jersey and/or Pennsylvania behavioral health licensing and regulatory environments. Strong understanding of outpatient and intensive outpatient program operations. Experience with licensing, accreditation, audits, and corrective action processes. Strong knowledge of clinical documentation, utilization review, authorizations, and payer requirements. Ability to develop and implement clinical policies, procedures, and curricula. Experience with program budgeting and financial performance monitoring. Strong administrative and procedural decision-making abilities. Excellent leadership, coaching, and staff-development skills. Advanced written and verbal communication skills. Ideal Candidate The ideal candidate is an experienced behavioral health leader and licensed clinician who understands both the clinical and operational requirements of running successful outpatient mental health and substance use disorder programs. They are comfortable managing clinical quality, staff supervision, licensing and accreditation, Medicaid/Medicare requirements, utilization, authorizations, census, documentation compliance, and program performance across multiple locations. This individual brings a combination of strong clinical judgment and operational discipline and can effectively collaborate with executive leadership, clinicians, administrative teams, billing, utilization management, regulators, and community stakeholders.
