Position Summary The Clinical Director provides strategic and operational leadership for Compass Health Systems' Intensive Behavioral Health Services (IBHS) program, ensuring the delivery of high-quality, evidence-based behavioral health services to children, adolescents, and families across Northeastern Pennsylvania. This role holds responsibility for clinical quality, regulatory compliance, staff supervision, and program integrity in accordance with 55 Pa. Code Chapter 5240 and applicable managed care organization (MCO) requirements. The Clinical Director operates as a senior leader within the organization, partnering closely with the Regional Vice President, Compliance Director, and HR leadership to build and sustain a high-performing clinical team. This position carries a mixed caseload alongside administrative and operational duties, with balance determined collaboratively based on organizational need and the selected candidate's experience. This role requires a practitioner-leader who is equally comfortable in clinical and administrative domains and who can drive quality outcomes while building organizational capacity. Essential Duties and Responsibilities Clinical Leadership & Quality Lead clinical quality across all IBHS services delivered by CHS, including ABA, mobile therapy, and behavior consultation Ensure all treatment plans, Functional Behavior Assessments (FBAs), and Individualized Treatment Plans (ITPs) meet regulatory and clinical standards Establish and maintain clinical protocols, practice standards, and documentation requirements consistent with IBHS regulations and evidence-based practice Serve as the senior clinical escalation point for complex, high-risk, or behaviorally acute cases Lead clinical quality improvement initiatives, including review of outcome data, documentation audits, and corrective action planning Supervision & Staff Development Provide direct supervision to BCBAs, BCs, BC-ABAs, and Mobile Therapists in accordance with 55 Pa. Code Chapter 5240 supervision requirements Provide additional supervision support for RBTs and BCBA candidates as organizational need arises, in accordance with BACB and IBHS requirements Partner with HR to recruit, onboard, and retain qualified clinical staff; participate in hiring decisions for all clinical roles Design and deliver training materials supporting new hire onboarding, ongoing professional development, and compliance education Identify training needs and coordinate continuing education and professional development programming Conduct or oversee performance evaluations for clinical staff and support corrective action processes in coordination with HR Regulatory Compliance & Audit Readiness Ensure program-wide compliance with 55 Pa. Code Chapter 5240 and all applicable OMHSAS, MCO, and DHS requirements Serve as the primary clinical liaison during OMHSAS and managed care audits; lead preparation and response efforts Maintain current working knowledge of IBHS regulatory developments and translate changes into operational policy and practice Collaborate with the Compliance Director on documentation quality monitoring, audit findings, and corrective action plans Operational & Administrative Leadership Collaborate with the Regional Vice President on program planning, caseload management, capacity planning, and service line development Maintain awareness of authorization and utilization patterns; collaborate with billing and administrative staff to support revenue integrity Participate in payer relations, provider credentialing processes, and MCO communications as needed Support organizational updates, technology rollouts, policy changes, and new initiatives, ensuring clear communication and effective implementation at the clinical level Contribute to organizational strategic planning and represent the clinical function in leadership meetings Qualifications Required Licensure in Pennsylvania as a behavior specialist (LBS), psychologist, professional counselor, clinical social worker, or marriage and family therapist Active Board Certified Behavior Analyst (BCBA) credential in good standing with the BACB Minimum of 3 years of clinical experience in an IBHS, ABA, or behavioral health setting serving children and adolescents Minimum of 2 years of supervisory or clinical leadership experience Demonstrated knowledge of 55 Pa. Code Chapter 5240 and Pennsylvania IBHS regulatory requirements Strong written and verbal communication skills; ability to translate clinical and regulatory requirements into practical operational guidance Preferred Experience in a multi-payer behavioral health environment including CCBH/CCBHO, Medicaid MCOs, or commercial insurers Prior experience with OMHSAS audits or managed care credentialing Experience using an EMR system in a behavioral health setting

$95,000.00 - $125,000.00 per year
