Job Summary Liaisons Community Care is seeking a fully licensed North Carolina Licensed Clinical Addiction Specialist to oversee its Substance Abuse Comprehensive Outpatient Treatment and Substance Abuse Intensive Outpatient Program groups. The Program Manager provides clinical leadership, ensures services meet state service definitions and agency requirements, supports staff, and helps maintain safe, consistent, person-centered care. Duties Oversee SACOT and SAIOP group operations and support group facilitation, individual counseling, and case management as needed. Provide clinical leadership to ensure services follow applicable North Carolina service definitions, person-centered plans, agency procedures, and evidence-based practices. Guide treatment planning and implementation using person-centered, strength-based, motivational, and evidence-based approaches. Supervise and support Certified Alcohol and Drug Counselors and other assigned program staff; review clinical performance and documentation. Collaborate with consumers, team members, and professional and natural supports on person-centered plans; complete or assist with Comprehensive Clinical Assessments when needed and within scope. Monitor the timeliness, accuracy, and quality of clinical, treatment, and case-management documentation. Ensure urine drug screens are completed when clinically indicated, review results, and coordinate follow-up under agency procedures. Identify needs for psychiatric or other clinical referrals and support appropriate care coordination and communication. Participate in required agency, managed-care, and state trainings, meetings, case conferences, and supervision. Maintain confidentiality, protect consumer rights, follow professional ethics, meet productivity and quality expectations, and support appropriate referrals and outreach. Required Qualifications Current, unrestricted North Carolina Licensed Clinical Addiction Specialist credential. LCAS Associate credentials do not meet this requirement. Master's degree in a mental health, substance use, counseling, social work, or closely related field. Experience providing or overseeing substance use disorder services, including work with individuals who may have co-occurring mental health needs. Working knowledge of substance use treatment, relapse prevention, clinical documentation, confidentiality, consumer rights, and professional ethics; ability to supervise staff and make sound clinical decisions. Valid North Carolina driver's license, satisfactory driving record, current automobile insurance, and acceptable background check. Reliable availability Monday through Friday for the designated program schedule, including two assigned on-site days each week. Ability to remain within a 30-minute drive of the Wilson program location while working and report on site promptly when immediate assistance is required. Preferred Qualifications Experience with SACOT, SAIOP, or another structured outpatient substance use program. Experience supervising CADCs, facilitating clinical groups, supporting quality or compliance activities, and working within North Carolina behavioral health requirements.
