Position Summary The Clinical Director provides clinical leadership, oversight, consultation, supervision, quality assurance, and regulatory support for assigned WHHS behavioral health programs. WHHS service lines may include Intensive In-Home Services, Mental Health Skill-Building Services, Assertive Community Treatment (ACT), Substance Abuse Intensive Outpatient Programs (SAIOP), Residential Crisis Stabilization, Community Stabilization, and Outpatient Therapy. The Clinical Director works collaboratively with WHHS leadership, clinical staff, clients, referral sources, community partners, and regulatory agencies to support high-quality, compliant, and client-centered services. This position requires strong clinical leadership, organizational, communication, decision-making, and problem-solving skills, as well as the ability to interpret and apply applicable clinical, regulatory, licensing, and organizational standards. Schedule & Position Expectations This is a part-time position of approximately 20 hours per week . The Clinical Director is expected to effectively utilize scheduled hours to fulfill assigned clinical leadership, supervision, documentation review, quality assurance, regulatory compliance, audit, training, consultation, and program oversight responsibilities. Because WHHS operates regulated behavioral health programs, the Clinical Director may participate in internal and external audits, regulatory inspections, licensing reviews, accreditation activities, chart and documentation reviews, corrective action activities, compliance reviews, staff meetings, clinical consultations, training, and follow-up related to identified deficiencies. Program assignments and specific responsibilities may change based on organizational needs, program requirements, client census, staffing, regulatory requirements, and WHHS leadership direction. Key ResponsibilitiesClinical Leadership & Program Oversight Provide clinical leadership, coordination, consultation, and oversight for assigned WHHS programs and service lines. Ensure clinical services are delivered in accordance with applicable federal and state regulations, DBHDS and DMAS requirements, Medicaid standards, Virginia licensing requirements, WHHS policies, and accepted professional standards. Supervise and/or provide clinical oversight to applicable clinical supervisors and clinical staff. Serve as a clinical resource to staff regarding clinical, treatment, documentation, risk, and program-related concerns. Support continuity of care and coordination across assigned service lines. Monitor clinical operations to promote quality, effectiveness, safety, and client-centered care. Clinical Documentation & Chart Review Monitor and/or oversee intake, assessment, treatment planning, and other clinical processes as assigned. Review clinical assessments and Individual Service Plans (ISPs) for completeness, accuracy, clinical appropriateness, and regulatory compliance. Review, revise, and provide clinical approval/sign-off on documentation within the scope of licensure and assigned responsibilities. Complete or oversee review of Substance Risk Assessments (SRAs), including reauthorizations when applicable. Conduct ongoing chart and documentation reviews. Identify documentation deficiencies and provide appropriate corrections, recommendations, and follow-up. Ensure assigned client records meet applicable DBHDS, DMAS/Medicaid, licensing, and WHHS documentation requirements. Monitor documentation trends and recurring deficiencies and recommend corrective action. Audit, Compliance & Regulatory Support Assist with and participate in internal and external audits, regulatory inspections, licensing reviews, accreditation surveys, and other compliance activities. Support WHHS audit readiness by reviewing clinical records, documentation, policies, procedures, and clinical processes for compliance. Identify clinical, documentation, service-delivery, supervision, treatment-planning, or compliance deficiencies. Assist with reviewing and addressing audit findings. Provide requested clinical documentation, clarification, reports, and supporting information during audits, inspections, and regulatory reviews. Assist with the development, implementation, monitoring, and follow-up of Corrective Action Plans (CAPs) related to clinical or documentation findings. Support WHHS leadership in responding to regulatory and accreditation requirements within the scope of the position. Maintain awareness of applicable DBHDS, DMAS, Medicaid, Virginia licensing, accreditation, and other regulatory requirements. Support continuous compliance and regulatory readiness rather than limiting compliance activities to scheduled audits or inspections. Clinical Consultation & Risk Management Provide clinical consultation regarding high-risk cases, crisis assessments, and complex clinical situations. Provide recommendations regarding escalation of care, referrals to higher levels of care, or hospital evaluation consistent with professional licensure and WHHS policies. Participate in crisis intervention activities consistent with licensure, training, and assigned responsibilities. Support staff in identifying and addressing clinical risks and client safety concerns. Promote appropriate levels of care and continuity of treatment. Participate in case consultations and interdisciplinary discussions as assigned. Clinical Supervision, Training & Staff Development Oversee and support clinical supervision for applicable staff. Provide clinical orientation, training, education, and professional development. Train staff regarding clinical documentation, assessments, treatment planning, SRA completion, regulatory requirements, and quality standards. Coach and support clinical staff in improving clinical performance and documentation quality. Assist with hiring, onboarding, training, coaching, and development of clinical staff as assigned. Participate in staff meetings, quarterly meetings, case consultations, and other meetings as assigned. Quality Assurance & Quality Improvement Participate in clinical quality assurance (QA) and quality improvement (QI) initiatives. Monitor clinical documentation and service delivery for compliance, effectiveness, and quality. Conduct or participate in chart audits and clinical record reviews. Identify trends and recurring deficiencies and assist with developing improvement strategies. Provide recommendations to leadership regarding clinical processes, documentation, staff development, and program quality. Support implementation and monitoring of corrective actions resulting from internal reviews, audits, complaints, inspections, or regulatory findings. Community & Referral Coordination Establish and maintain professional relationships with referral sources, community partners, healthcare providers, and other stakeholders. Support appropriate referrals and coordination of services. Participate in community engagement and referral development activities as assigned. Participate in client recruitment and enrollment activities when assigned. Represent WHHS professionally with clients, families, referral sources, community partners, and regulatory representatives. Administrative & Program Responsibilities Operate electronic health record/electronic medical record systems and other systems necessary to perform assigned duties. Maintain accurate electronic and physical clinical documentation. Prepare or provide clinical, program, compliance, quality, and other reports as assigned. Support service authorization and related documentation processes. Participate in home visits and community-based activities as required by assigned programs. Participate in audits, inspections, meetings, training, and other activities necessary to fulfill assigned responsibilities. Maintain required professional certifications and training applicable to assigned responsibilities. Maintain confidentiality of client, employee, and organizational information. Follow all WHHS policies and procedures. Perform other duties as assigned by WHHS leadership that are consistent with the position and applicable professional requirements. Qualifications Current, unrestricted Virginia license as an LCSW, LPC, or other appropriately licensed behavioral health/human services professional , consistent with the requirements of the assigned programs. Demonstrated experience in behavioral health, mental health, substance use, crisis services, community-based services, or a related human services field. Clinical leadership, clinical supervision, or program oversight experience preferred. Experience with clinical documentation review, quality assurance, regulatory compliance, or audit preparation preferred. Knowledge of DBHDS and DMAS regulations, Medicaid requirements, Virginia licensing standards, and behavioral health documentation requirements. Strong leadership, communication, organizational, teaching, and problem-solving skills. Ability to interpret regulatory standards, policies, procedures, and clinical requirements and apply them appropriately. Ability to work collaboratively with clinical staff, clients, families, referral sources, community partners, leadership, and regulatory representatives. Ability to manage multiple priorities and deadlines. Valid Virginia Driver's License required. Important Position Expectations This position is not limited to clinical supervision or direct clinical services . The Clinical Director is expected to actively participate in clinical oversight, clinical supervision, documentation review, quality assurance, regulatory compliance, audit readiness, regulatory inspections, corrective action activities, staff training, clinical consultation, risk management, and program oversight as assigned. WHHS expects the Clinical Director to support ongoing compliance and audit readiness throughout the year , rather than preparing only when an audit or inspection is scheduled. Work Environment Duties may be performed in an office, clinical, residential, home-based, or community setting depending on assigned programs and responsibilities. The position may involve interaction with clients, families, clinical staff, leadership, referral sources, community partners, healthcare providers, auditors, and regulatory representatives. The position may require participation in home visits, community-based services, meetings, audits, inspections, and occasional crisis interventions. The position may be structured as an employee or contractual position based on organizational needs and the terms of the applicable employment or independent contractor agreement. Program assignments, responsibilities, and service-line oversight may be adjusted based on organizational needs, program requirements, regulatory requirements, client census, staffing, and WHHS leadership direction.
