Commensurate with experience; includes comprehensive benefits package About Us The Connecticut Harm Reduction Alliance (CTHRA) is a statewide nonprofit organization dedicated to advancing health equity and social justice through compassionate, evidence-based harm reduction strategies. We serve people who use drugs, people living with HIV, those impacted by incarceration, sex workers, and other marginalized communities. Our work centers dignity, autonomy, and person-centered care while actively combating stigma, criminalization, and systemic inequity. We operate a range of services including mobile outreach (Rovers), overdose prevention, HIV/HCV testing, community education, naloxone and fentanyl/xylazine test strip distribution, syringe services, and drug checking across Connecticut. The Role The Statewide Program Manager leads syringe access, drug checking, and CTHRA's statewide Rover partner network. This role carries three connected areas of responsibility: overseeing program design and quality for syringe services and drug checking, leading our Rover Network of partner organizations across Connecticut, and holding the technical expertise for drug checking operations including FTIR analysis and communicating results to participants and the community. Key Responsibilities

• Lead statewide planning, coordination, and oversight of Syringe Services Programs and drug checking
• Serve as CTHRA's lead for the Rover Network, convening the monthly network meeting and coordinating partner training and supplies
• Oversee FTIR spectrometry and test strip operations, including sample analysis, result interpretation, and secondary laboratory submission
• Deliver results to participants clearly and without judgment
• Monitor statewide and local drug supply trends and support community alerts
• Develop and deliver training for staff, Rovers, and partner organizations
• Prepare monthly and quarterly reports for funders including DPH and

CDC OD2A

• Represent CTHRA in harm reduction networks, coalitions, and stakeholder meetings

Qualifications Required:

• Bachelor's degree in Public Health, Social Work, Human Services, Public Policy, or related field, OR at least 4 years of equivalent experience in harm reduction or community-based public health work
• At least 2 years of direct experience with syringe services, overdose prevention, or drug checking programs
• Demonstrated understanding of and commitment to harm reduction, racial justice, and participant-centered care
• Proven ability to manage programs, work independently, and coordinate across diverse teams and settings
• Strong interpersonal, organizational, and written communication skills
• Valid driver's license and access to reliable transportation for statewide travel

Preferred:

• Direct experience operating FTIR spectrometry in a community drug checking setting
• Experience managing partner or coalition networks
• Experience with federal or state grant reporting, including CDC OD2A or state health department contracts
• Lived experience of drug use, sex work, or involvement with the criminal legal system CTHRA follows the drug checking competency standards published by the Drug Checking Technician Working Group convened by Remedy Alliance For The People.
