Hrly. Job Summary The AFC Home Manager oversees the daily operation of a licensed specialized Adult Foster Care home under the direction of the Administrator or Licensee Designee. The Manager supervises staff and helps ensure residents receive safe, respectful, person-centered services consistent with their Individual Plans of Service (IPOS), assessment plans, behavior support plans, medical orders, rights, and personal choices. The Manager promotes compliance with Michigan AFC licensing requirements, MDHHS and applicableCMH/PIHP
contract standards, the Michigan Mental Health Code, Medicaid and HCBS requirements, confidentiality requirements, and company policies. Essential Responsibilities Coordinate daily home operations, staffing, schedules, shift coverage, household supplies, approved expenses, and assigned financial records. Supervise, coach, and evaluate DSPs; monitor attendance, performance, training, and compliance with assigned duties. Ensure adequate trained staffing is maintained based on residents' assessed needs, supervision requirements, IPOS, and applicable staffing requirements. Ensure staff understand and properly implement each resident's IPOS, assessment plan, behavior support plan, health and safety plans, emergency procedures, and authorized medical orders. Coordinate medical appointments and verify that recommendations, written orders, medications, laboratory work, follow-up appointments, and required notifications are completed and documented. Oversee medication systems, including medication records, pharmacy deliveries, storage, counts, and administration practices. Perform medication duties only when trained, competent, and authorized. Monitor documentation in Therap, QuickMAR, and other approved systems for accuracy, completeness, timeliness, objective language, service verification, and consistency with the resident's IPOS. Review and report medication errors, incidents, injuries, suspected abuse or neglect, rights concerns, health changes, staffing concerns, and other reportable events according to required procedures. Protect resident rights, privacy, dignity, autonomy, community access, personal property, funds, food access, visitors, and freedom from coercion, retaliation, abuse, neglect, exploitation, and unauthorized restrictions. Support meaningful community participation and resident choice rather than regimented or provider-controlled routines. Maintain the home in a clean, safe, sanitary, and properly supplied condition and ensure required emergency drills, inspections, logs, and corrective actions are completed. Cooperate with residents, guardians or designated representatives, healthcare professionals, the responsible CMH agency, Recipient Rights, AFC Licensing, and other authorized oversight entities. Assist with audits, licensing reviews, plans of correction, billing-support documentation, and quality-improvement activities. Provide direct care or emergency staffing coverage when necessary and qualified. Perform other related duties assigned by the Administrator or Licensee Designee that are consistent with the employee's job description, training, experience, and authority. Minimum Qualifications At least 18 years of age. High school diploma, GED, or equivalent. At least one year of experience supporting individuals with developmental disabilities, mental illness, physical disabilities, traumatic brain injury, aging-related needs, or the population identified in the home's program statement. Prior supervisory or lead-worker experience in an AFC, residential, behavioral health, or human-services setting preferred. Able to complete required documentation and follow written and verbal instructions. Knowledge of person-centered planning, resident rights, HCBS requirements, medication administration, incident reporting, confidentiality, infection control, and emergency procedures. Current First Aid and CPR certification, or ability to obtain required certification before working independently. Ability to successfully complete all required AFC, CMH/PIHP, Recipient Rights, medication, resident-specific, and company training and demonstrate competency. Ability to satisfy legally required background-check, health-screening, and other employment eligibility requirements. Proficiency with Therap, QuickMAR, email, and basic office software, or the ability to become proficient through training. Valid driver's license, acceptable driving record, and ability to meet company vehicle requirements when resident transportation is an assigned essential duty. Ability to perform the essential functions of the position, with or without reasonable accommodation. Additional Expectations The AFC Home Manager must maintain professional boundaries, confidentiality, accurate records, dependable attendance, and timely communication. This position does not authorize the Manager to diagnose, prescribe, alter medical orders, provide continuous nursing care, or perform duties reserved for licensed healthcare professionals.
