Summary Under limited supervision, this position supports the implementation, administration, and oversight of City programs and initiatives in the areas of housing and community development, rental assistance and community services, and real estate and asset management. Depending on the area of assignment, responsibilities will vary and may include program administration, case management oversight, regulatory compliance, financial monitoring, interagency coordination, and support for strategic planning efforts. The position requires strong administrative, analytical, and interpersonal skills, along with the ability to work collaboratively across departments and with external partners to advance the City's housing, community, and asset management goals.
DUTIES AND RESPONSIBILITIES
(Which are not in any hierarchical order) Housing & Community Development Program Administration 1. The role involves managing affordable housing and neighborhood revitalization programs, including eligibility reviews, performance tracking, funding applications, and support for multi-year planning documents and compliance with federal and state regulations. 2. Assists in the daily administration of a variety of housing, real estate, and community development programs, projects, and activities. 3. Administers, monitors, and completes all program/project/activity phases including but not limited to determining eligibility, reporting requirements, and subgrantee and/or contractor compliance and performance for assigned programs or projects. 4. Ensures programmatic and fiscal compliance with federal, state, and local regulations relevant to the City's programs, projects, and activities. 5. Assists with developing guidelines and procedures to meet the current and future needs of the Department and to accomplish benchmarks and performance objectives. 6. Coordinates with internal and external developers, contractors, representatives from other agencies, and residents to ensure requirements and standards are met. 7. Prepares and reviews funding request for projects and activities, reviews funding applications, and establishes review committees. 8. Assists with the development of departmental planning documents including multi-year consolidated plans, annual plans, and annual performance reports, feasibility studies, and other strategic plans as required. 9. Prepares correspondence, commission reports, and contract documents as needed. 10. Provides financial management support of assigned housing and community development portfolio including accounts payable, accounts receivable, invoice preparation and review of sub-grantee budgets. 11. Provides administrative support including helping to draft contract agreement terms and conditions for assigned programs/grants, drafting of program requirements, record retention and internal/external customer support. 12. Performs other related duties as assigned. Salary Depending on qualifications the starting salary for this position will be in the range of (Pay Grade 57): $58,730 Excellent Benefits! Qualifications Bachelor's degree from an accredited college or university in public administration, urban planning, business administration, real estate, social work, or another related field relevant to the area of assignment (education will be verified using the "Education Requirements" listed below), and three (3 ) years of professional experience in housing, community development, real estate, or social services program administration is required. Knowledge of federal, state, and local regulations governing affordable housing, neighborhood revitalization, and community development programs (e.g., CDBG, HOME, SHIP) strongly preferred. A current and valid Florida driver's license is required. For application purposes, a valid driver's license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver's license within thirty (30) days from date of employment.
Education Requirements :
To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by: a) a public education institution in the State of Florida or any State or Territory of the United States; or b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above. International degrees will be evaluated to determine if they satisfy qualification requirements. Additional Details The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method.
State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
