Within the County organization, the Health & Human Services Public Health Division works to protect and promote the health of the community. The division focuses on preventing disease, reducing health risks, and creating conditions that support safe, healthy living for all residents. Public Health monitors community health concerns, provides education and outreach, and implements programs that address the causes and impacts of health issues. By promoting healthy environments, sharing accurate health information, and coordinating prevention efforts, the Public Health Division supports a strong and resilient community where individuals can work, live, and play safely. To continue this important work, we are seeking a candidate who will perform the responsibilities outlined in the job summary and contribute to our efforts in serving the community. Job Summary The Public Health Strategist advances population health outcomes through data-informed decision making, planning, stakeholder collaboration, and implementation of health initiatives. This role supports community health assessment and improvement efforts, cross-sector partnerships, and strategic planning within the public health division and Health and Human Services. The position requires independent critical thinking and continuous application of evidence-based practices in a dynamic, community-facing environment. The Public Health Strategist requires excellent analytical, organizational, interpersonal and communication skills as they facilitate various coalitions, community presentation as well as public health information marketing. Essential Duties & Responsibilities 1. Assist Public Health Leadership the development and implementation of Community Health Assessments (CHA) and Community Health Improvement Plan (CHIP). 2. Assist in identifying baseline, benchmarks and outcome measures of health initiatives related to Community Health Improvement Plan 3. Collects and analyzes population health data to assess community-based opportunities and challenges to inform public health strategies. 4. Communicates and translate findings of health data to a variety of audiences addressing the analysis of health disparities. 5. Provide public health information in the community through presentations, news releases, web sites, social media, media interviews and other methods. 6. Leads efforts to educate community partners on evidence-based practices and public health policies. 7. Facilitates community coalitions with partner organizations to coordinate multi-agency health interventions to address public health disparities of the community. 8. Participate in planning and implementing community-based initiatives, interventions and evidence-informed strategies to promote well-being and reduce disparities through collaboration with agency and community partners 9. Evaluates effectiveness of public health initiatives to makes data-driven recommendations for program/initiative improvement. 10. Develops and implements targeted marketing campaigns to educate diverse populations on health promotion and disease prevention. 11. Identify funding opportunities and grant applications based on Door County policies 12. Ability to analyze data and program effectiveness to identify quality improvement opportunities within public health and community programs. 13. Assist in development of core public health documents including communication plan, strategic plan, quality improvement plan and performance management plan and Public Health Emergency Preparedness (PHEP) plan 14. Participates in public health emergency response operations, including disease outbreaks, natural or manmade disasters, and emergency response exercises. 15. Mentors new staff and students; fosters internal professional development and continuous quality improvement. 16. Integrates principles of health equity and cultural competence across all programmatic functions.

Technical Proficiency:
Operates standard office software and web-based tools for data management and public outreach. Required Education & Experience Bachelor's degree from community health education, Public Health, Epidemiology, Environmental Health or other closely related field from an accredited institution is required. Valid driver's license. Must obtain ICS-100, ICS-200, and ICS-700 certification within six months of hire. Preferred Education & Experience Certified Health Education Specialist (CHES) credential, Certified in Public Health and/or knowledge of the principles and practices of community health programs and of public health. One (1) or more years of relevant work experience, particularly in community-based health education. Knowledge and understanding of the Core Competencies for Public Health Professionals. The Core Competencies serve as the foundation for public health practices and are intertwined in the key responsibilities listed above. Physical & Work Environment Requirements Work is primarily performed indoors in office and community settings, with occasional travel to sites throughout Door County. Fieldwork may involve exposure to varying socio-economic and cultural environments. Some duties require attendance at night or weekend events. Occasional exposure to outdoor elements occurs during community events or inspections. Preventative measures must be followed when present during clinical activities. Occasional travel outside the County for training or meetings is required.
