The Bus Monitor's primary responsibility is the safety and active supervision of children while loading, riding, and unloading from an Emmanuel vehicle. The Bus Monitor must remain attentive to children throughout transportation, ensure required child restraints are properly used, maintain accurate attendance and transportation records, assist children entering and exiting the vehicle, and ensure each child is released only to an authorized adult. The Bus Monitor works collaboratively with the bus driver, teachers, Family Advocates, program staff, administration, parents/guardians, and other Emmanuel employees to ensure transportation services are safe, timely, professional, and compliant with applicable Missouri Department of Elementary and Secondary Education (DESE) - Office of Childhood requirements, MARC Head Start requirements, Head Start Program Performance Standards, and Emmanuel policies and procedures. Essential Duties & ResponsibilitiesChild Safety & Active Supervision The Bus Monitor shall: Maintain active supervision of children at all times while children are entering, riding, or exiting the vehicle. Never leave a child unattended in or around an Emmanuel vehicle. Position themselves appropriately within the vehicle to effectively observe and supervise children. Maintain order and appropriate behavior while the vehicle is in operation. Ensure children remain properly seated while the vehicle is moving. Monitor children for unsafe behaviors and immediately intervene when necessary. Assist children in understanding and following transportation safety expectations. Use positive, age-appropriate guidance when addressing children's behavior. Immediately communicate serious behavioral or safety concerns to the bus driver and appropriate program staff. Remain alert and attentive throughout the entire route and refrain from activities that interfere with child supervision. Child Restraints & Seating Ensure every child is seated in an appropriate permanent seat. Ensure children are properly secured using the appropriate seat belt, child safety restraint, harness, or other approved restraint system before the vehicle moves. Check restraints throughout the route when necessary. Assist children with securing and releasing restraint systems. Ensure child restraint systems are used according to applicable age, size, manufacturer, state, and program requirements. Immediately notify the driver if a restraint or safety device appears damaged or is not functioning properly. Assist with wheelchair securement and other adaptive transportation equipment when applicable and properly trained. Never allow a vehicle to begin moving when a child is standing, improperly seated, or improperly restrained. Loading & Unloading Children The Bus Monitor shall: Assist children safely entering and exiting the vehicle. Maintain control and supervision of children during loading and unloading. Ensure children enter and exit from the curbside, except when the vehicle is located in a protected area or driveway. Assist children who need additional physical or developmental support. Ensure children do not walk behind or into unsafe areas surrounding the vehicle. Communicate professionally with parents/guardians during pickup and drop-off. Verify the identity of individuals receiving children when necessary. Release children only to a parent/guardian or another individual authorized to receive the child. Ensure the child is physically in the custody of the authorized individual before the vehicle departs. Follow Emmanuel procedures when an authorized adult is not present to receive a child. Never leave a child unattended at a residence, bus stop, school, or other location. Attendance, Face-to-Name Counts & Child Accountability The Bus Monitor shall: Maintain an accurate transportation roster for every route. Conduct a face-to-name verification as each child enters the vehicle. Record children as they board and exit the vehicle. Conduct required head counts throughout transportation. Reconcile the number of children physically present with the transportation roster. Never rely solely on memory when accounting for children. Immediately report any discrepancy in the child count. Communicate attendance changes with appropriate Emmanuel staff. Maintain accurate pickup and drop-off records as required. Never mark a child as transported unless the child was physically present. DESE's safety guidance calls for continuous supervision and face-to-name counts at key transportation transitions. Mandatory Post-Route Vehicle Check At the completion of every route, the Bus Monitor and/or driver must conduct a physical inspection of the entire vehicle to ensure no child remains aboard.
The Bus Monitor shall:
Physically walk through the vehicle. Check every row and seat. Look on and underneath seats. Check areas where a small child could be obscured from view. Check the floor and rear portion of the vehicle. Verify the vehicle is completely empty. Complete any required Emmanuel post-trip documentation. Transportation Records & Documentation Maintain accurate daily transportation logs. Maintain pickup and drop-off documentation. Complete child attendance and transportation rosters. Assist the driver with route documentation. Document transportation incidents or unusual occurrences. Immediately report accidents, injuries, behavioral incidents, safety concerns, or transportation irregularities. Maintain emergency contact and authorized-release information as required. Protect confidential child and family information. Submit transportation documentation according to Emmanuel procedures. Never falsify, alter, pre-complete, or knowingly submit inaccurate transportation records. Emergency Preparedness The Bus Monitor must maintain current knowledge of Emmanuel's transportation emergency procedures and shall: Know vehicle emergency evacuation procedures. Know the location and appropriate use of emergency exits. Know the location of first-aid supplies and other required emergency equipment. Assist with transportation evacuation drills. Assist children during emergency evacuation. Remain calm and provide clear directions during emergencies. Immediately follow driver and administrative instructions during accidents or emergencies. Assist with contacting emergency personnel when directed. Maintain accountability for all children during an emergency. Never leave children unsupervised during an evacuation. Children with Disabilities & Individual Needs The Bus Monitor shall: Treat every child with dignity, patience, and respect. Assist children with disabilities or special transportation needs as required. Follow approved accommodations and transportation plans. Assist children using wheelchairs or adaptive equipment when properly trained. Maintain confidentiality regarding children's disabilities, diagnoses, health information, and family circumstances. Communicate relevant transportation concerns to authorized staff. Follow individual health, safety, behavioral, or emergency plans provided by Emmanuel. Communication With Families & Staff Communicate professionally with parents and guardians. Work collaboratively with the bus driver. Communicate transportation concerns to classroom teachers, Family Advocates, Program Directors, and administration as appropriate. Notify appropriate staff regarding transportation changes, absences, behavioral concerns, or safety issues. Maintain professional boundaries with families. Do not discuss confidential information regarding one child or family with another family. Refer complaints, disputes, or significant transportation concerns to the appropriate supervisor. Professional Conduct The Bus Monitor is expected to: Maintain a professional, positive, and cooperative attitude. Work collaboratively with employees throughout Emmanuel. Speak appropriately around children at all times. Refrain from yelling at, threatening, humiliating, or using inappropriate language toward children. Use personal cell phones only as permitted by Emmanuel policy and never when doing so interferes with child supervision. Refrain from sleeping, using headphones, watching videos, or engaging in any other distracting activity while responsible for children. Accept supervision and constructive feedback. Follow instructions from supervisors and administration. Maintain confidentiality. Report to work on time and maintain regular and reliable attendance. Represent Emmanuel professionally when interacting with families and the community. Health, Safety & Incident Reporting The Bus Monitor shall immediately report: Child injuries or illnesses Transportation accidents Missing or unaccounted-for children Restraint or seat-belt malfunctions Unsafe vehicle conditions Suspected child abuse or neglect Unauthorized individuals attempting to receive a child Medical emergencies Significant behavioral incidents Any circumstance that may jeopardize the safety of a child All incidents must be documented according to Emmanuel, MARC Head Start, DESE, and applicable reporting procedures.
