Job Description

The Recreation Superintendent is responsible for, directs, and supervises the City's recreation operations, including the planning, development, promotion, and evaluation of recreation programs and special events, and the supervision and coordination of day-to-day operations of the Winchester Building, Spring Hill Community Senior Center and other offsite Recreational spaces. Assigned areas of responsibility may include any combination of athletics; special interest classes; senior adult programs; facility rentals; park shelter rentals; administrative services; special events; and educational courses. This is a full-time, exempt position reporting to the Director of Parks and Recreation. Marketing, Communications & Community Engagement Coordinates with the Director of Parks and Recreation and Parks and Recreation staff for the promotion of departmental marketing on social media platforms, website, and with other visual marketing materials, publications, and news releases. Coordinates the promotion of City-wide recreation and community services with other staff, divisions, and departments. Responds to citizen complaints and requests for information relating to operations, projects, and activities. Recreation Program Planning & Development Plans, develops, and organizes recreation programs and activities to offer well-rounded offerings to the public. Evaluates the effectiveness of programs through a variety of assessment tools, including surveys, feedback, and data, and takes appropriate action. Provides significant input into long-range plans for Recreation operations in the form of written or oral reports. Registration, Scheduling & Facility Operations Develops procedures and systems for program registration and facility scheduling and oversees the reservation and registration system. Staff Leadership & Personnel Management Selects, trains, develops, schedules, and evaluates personnel in assigned areas. Directs, coordinates, and reviews the work plan for recreation staff; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems. Budget & Financial Management Prepares the annual budget for assigned areas of responsibility and maintains budget control of expenses throughout the year. Participates in the development and administration of the division's annual budget. Forecasts funds needed for staffing, equipment, materials, and supplies; monitors expenditures and revenues; recommends adjustments as necessary. Perform other related duties as assigned. Minimum Qualifications Requires graduation from a four-year college or university with a degree in Recreation Administration or a closely related field. Five years of experience in organizing, coordinating, and supervising a variety of recreational programs. Knowledge, Skills & Abilities for
Successful Job Performance:
Knowledge of the operational characteristics, services, and activities of municipal recreational programs. Knowledge of the theories, principles, operational practices, and trends of public recreation program development and administration, including laws, regulations, and safety measures used in the operation of recreational programs. Familiarity with the operations of the City of Spring Hill public parks and recreational facilities. Experience using RecDesk or similar recreation management software. Understanding of budgeting processes and tracking/analyzing financial data for department operations. Understanding of acquiring quotes, requisitioning, and managing contracts for services related to park operations. Knowledge of recruitment and staff management, including interviewing, hiring, and developing training plans for new employees. Ability to manage a team, including four part-time recreation assistants, and provide clear direction and support. Ability to work with the public to ensure a positive experience in the parks and recreational facilities. Ability to collaborate with other city departments, such as the Communications Department, and community stakeholders to meet organizational goals. Ability to manage events for audiences ranging from 500 to 5,000+ attendees. Physical Requirements This position involves significant physical labor and event setup/tear-down. Employees must regularly lift, carry, load, and unload equipment and supplies weighing 50 pounds or more, including speakers, movie screens, inflatables, tables, and other event equipment. Duties may require carrying equipment across fields or uneven surfaces and working outdoors for extended periods. Working Conditions Work is performed primarily in an office, recreation facility, and community-based environment with regular interaction with City staff, other departments, community organizations, program participants, and the public. The position may require work in parks, recreation centers, athletic facilities, and other indoor and outdoor locations. Work schedules may include occasional evenings, weekends, holidays, and special events. The position requires frequent communication, public interaction, and the ability to manage multiple programs, personnel, projects, and deadlines. Work may involve extended periods of sitting, standing, walking, and occasional exposure to outdoor weather conditions. Some lifting, moving, or arranging recreation equipment, materials, and supplies may be required.
