Job Description
We are seeking a strategic and hands-on Human Resources Manager to lead our HR operations and drive a compliant, high-performing workplace. The position involves managing human resources in a highly regulated industry, with responsibilities that include compliance with DDD and DHS requirements for healthcare field staff. In this pivotal role, you will oversee all aspects of human resources management, including talent acquisition, employee relations, performance management, benefits administration, and compliance with employment laws. Your leadership will drive organizational growth by developing innovative HR initiatives, managing HRIS systems, and partnering with senior leadership to shape company culture. This role offers an exciting opportunity to influence our company's success through strategic HR practices and employee engagement. Responsibilities Oversee HR operations with a focus on DDD and DHS compliance, including state-mandated requirements for onboarding, employee documentation, and trainings for healthcare field staff. Direct the full employee lifecycle, including recruitment, onboarding, performance management, corrective action, and offboarding. Maintain compliance with federal, state, and regulatory requirements, including EEO-1 reporting, unemployment claims, ACA, FMLA, sick time, credential verification, and employment documentation. Serve as the primary HR advisor to executive leadership on employee relations, workforce planning, and organizational development. Serve as a primary point of contact for a bilingual workforce on HR policies, procedures, and employee relations issues. Lead, mentor, and manage HR staff to execute department objectives consistently and effectively. Oversee benefits administration, Workers' Compensation, and payroll review processes. Serve as payroll backup and review payroll data for accuracy and compliance as needed. Manage HRIS systems, reporting dashboards, and HR metrics to provide actionable insights for leadership. Develop and continuously refine HR policies, procedures, and onboarding practices to maintain legal compliance and organizational consistency. Coordinate internal HR communications and policy implementation across the organization. Maintain relationships with external vendors, benefits providers, payroll partners, and regulatory agencies. Execute other duties as assigned to achieve organizational objectives. Qualifications Bachelor's degree required; degree in Human Resources, Business Administration, or a related field strongly preferred. HR certification (PHR/SPHR/SHRM-SCP) is a plus. Minimum of 5 years of progressive HR experience, with at least 3 years in HR Generalist or HR leadership roles. Demonstrated expertise in talent acquisition, employee relations, performance management, and organizational development. Working knowledge of employment laws, labor regulations, and HR best practices, including DDD and DHS regulations. Proficiency in HRIS systems and HR-related technology. Experience in healthcare or healthcare-adjacent industries is highly preferred. Proven ability to develop and manage HR metrics and reporting dashboards for actionable insights. Capacity to collaborate across departments and influence stakeholders at all levels. Experience administering benefits programs, payroll systems, and workers' compensation claims to guarantee accurate and compliant processing. Ability to supervise and lead a team effectively, mentoring and developing staff to achieve HR objectives. Must be able to commute reliably to our Newark, NJ office. Local candidates preferred.
