Provides technical advice and assistance on issues and identifies impact on benefits elections reled to case-by-case employment portability moves from Nonappropried Fund (NAF) positions to Nonappropried Fund (NAF) positions, and Appropried Fund (APF) positions to Nonappropried Fund (NAF) positions. Calcules retirement annuities and estimed annuities for regularly employed NAF employees and portability participants. Processes annuities using the automed pension/payroll system to include completion of year end requirements. Ensures all bundled pension software changes and upgrades are functional. Calcules cash refunds for the pension plan. Computes and processes prior refunded and military service credit buy backs for eligible regularly employed NAF employees and portability applicants. Maintains and coordines the stand-alone pension calculion program with the outside vendor. Maintains up to de informion as provided by Office of Personnel Management (OPM) and Defense Civilian Personnel Advisory Service (DCPAS) on all issues pertaining to portability of benefits, to include updes on the: Federal Employees Retirement System (FERS), Thrift Savings Plan (TSP) and Civil Service Retirement System (CSRS). Certifies CSRS/FERS-covered service, calcules annuity estimes and processes annuity applicions. Verifies and transfers eligible NAF funds to FERS. Verifies and processes personnel/payroll informion for da entry from Nonappropried Fund Instrumentalities (NAFI) s whose payroll is not processed through the automed payroll system. Computes, collects and summarizes stistical da in chart and narrive form frequently in automed spreadsheet form. Automed pension troubleshooting, upde testing, verificion of consolidions, service accruals for production and test environments. Serves as a Marine Corps representive on DoD benefits committees for issues regarding pension and/or portability as required. Ensures current informion on all aspects of portability legislion is provided and provides guidance to field commands Marine Corps wide. Computes and processes monthly Health Maintenance Organizion (HMO) and Standard Medical/Dental/Life invoices for premium and administrive fees. Assists with 401(k) plan deposits. Computes retirement plan cash deposits as needed. Computes and processes monthly retirement plan deposits. Computes monthly administrive fees for plans as required. Assists with development of the annual budget process as needed. Ghers informion from a wide variety of sources to determine entitlement to medical, dental, life insurance, group retirement, long-term care and the 401(k) plan for employees and retirees. Verifies employee eligibility for the various Human Resources programs. Checks and reviews informion provided to personnel offices field commands for accuracy and completeness. Assists in preparing oral and written briefs for presention. Composes correspondence in compliance with the Naval Correspondence Manual using proper punctuion, capitalizion, spelling, and grammar. Prepares and delivers briefs on NAF Portability, and individual and group training to field command representives as required. May travel to tend training sessions/educion seminars and conference. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Develops long-range plans in conjunction with internal opering directives. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communices positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for sisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Skills to accurely prepare, verify, and valide documents involving medical/dental/life insurance claims. Broad knowledge of procedures, regulions, precedents and instructions reled to employee benefits administrion. Working knowledge of Microsoft applicions to include, but not limited to: Word, PowerPoint, Outlook, and Excel. Working knowledge of Peoplesoft (version 9.2) to include Peoplesoft pension. Knowledge of Naval Correspondence policies and procedures. Ability to communice effectively with a wide variety of audiences. Educion above high school in a reled field may be substituted for experience. Knowledge of NAF operions and regulions pertaining to the management of employee benefits programs is preferred.
