RECRUITMENT.\r\nDESCRIPTION
\r\n\r\nTHE AGENCY\r\nTreasurer-Tax Collector Department's mission is to provide County departments and all other depositing agencies with secured and convenient countywide central banking facility and countywide central banking facility and countywide treasurer administration services, including the investment of monies on deposit with Treasurer in the Treasurer's Investment Pool, provide real estate and personal property tax billing and collecting services, provide business licensing services in the unincorporated areas of the County, and provide in-house administration of the County's deferred compensation plan programs for eligible employees.\r\n\r\n\r\nTHE POSITION\r\nUnder general direction, provides overall plan administration oversight to the Countywide Deferred Compensation Program; develops and monitors policies and procedures; develops and monitors plan statistics and plan performance evaluation reports; provides technical expertise involving issues related to plan operation and the application of laws, rules and contract provisions; serves as coordinator for sub plans under the umbrella of the County's plan program account.\r\n\r\nThis classification is located in the Office of the Treasurer-Tax Collector and reports directly to the Treasurer-Tax Collector. The incumbent is delegated the responsibility for the general administration of the Countywide Deferred Compensation Program which includes the 457(b) and the 401(a) defined contribution plans. This classification is distinguished from the next lower-level classification in the deferred compensation unit in that this position is responsible for overall plan administration oversight of the Countywide Deferred Compensation Program and is a first line supervisor for the Program. \r\n\r\n\r\n\r\nFor more detailed information about the job classification, visit:�Deferred Compensation Program Manager (#1539)\r\nMINIMUM QUALIFICATIONS EITHER I
\r\nEducation:
\r\nA bachelor's degree from an accredited college or university. (Additional experience as outlined below may be substituted for the education on a year-for-year basis.) \r\nAND \r\nExperience:
\r\nThe equivalent of one-year full-time experience in the class of Administrative Specialist II working in a deferred compensation unit, or three years' experience in the class Retirement Specialist III. \r\n\r\n\r\n\r\nOR II\r\n\r\n\r\nEducation:
\r\nA bachelor's degree from an accredited college or university. (Additional experience as outlined below may be substituted for the education on a year-for-year basis.) \r\nAND\r\nExperience:
\r\nAt least three years of progressive experience in the areas of administration of a 457(b), 401(a), or 401(k) deferred compensation plan and the equivalent of one-year full-time experience supervising employees, who process employee benefits and/or payroll. \r\n\r\n\r\nNOTE:

The most suitably qualified candidates will possess the following competencies:\r\nKnowledge of:
�\r\n\r\n State and federal laws, rules, and regulations governing defined contribution programs as authorized by IRS Code 457 Deferred Compensation Plan and 401(a) or similar tax-defined contribution plans. \r\n Philosophy, principles, and practices of deferred compensation programs. \r\n Principles and practices of public administration and supervision. \r\n Training methods and techniques. \r\n Effective techniques of interpersonal relations and program development.\r\n\r\nAbility to:
\r\n\r\n Develop policies and procedures. \r\n Implement and monitor deferred compensation programs. \r\n Communicate effectively, orally and in writing. \r\n Make presentations to individuals and groups. \r\n Network and negotiate. \r\n Learn complex regulations and legislative requirements related to deferred compensation plans and interpret them into day-to-day operations of the plans. \r\n Understand investment principles, monitoring investment options and analysis. \r\n Plan, organize, and direct operations for county-wide deferred compensation plans. \r\n Initiate and manage projects and complex change processes; develop solutions. \r\n Develop and maintain effective working relationships with plan participants, county officials, third-party administrators, investment advisors, sub plan administrators, and support staff. \r\n Exercise independent judgment in applying and interpreting rules, regulations, legislation, and policy guidelines. \r\n Research, compile, and analyze information related to plan administration. \r\n Make decisions. \r\n Provide leadership. \r\n Exercise management control. \r\n Demonstrate interpersonal sensitivity. \r\n\r\nEXAMINATION COMPONENTS THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS
\r\n\r\n\r\n\r\n\r\n A review of the applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.\r\n A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process.\r\n An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.\r\n\r\n\r\nCandidates must attain a qualifying rating on each portion of this recruitment.\r\n\r\n\r\nWERESERVE THE RIGHT TO MAKE CHANGES TO THE ANNOUNCED EXAMINATION
