Duties This position is a professional and confidential Classification that manages all human resources and risk management activities for the City of Palos Verdes Estates. The incumbent organizes and oversees day-to-day human resources programs, including labor relations, affirmative action, recruitment and selection, job analysis and classification, compensation, benefits administration, and oversight of the City's comprehensive safety, health, and risk management programs. Plans, manages, and oversees the daily functions, operations, and activities of the human resources and risk management functions of the City, including workers' compensation, development and administration of comprehensive benefits, recruitment selection, and employee relations programs. Participates in the development and implementation of goals, objectives, policies and priorities for the department; recommends and administers policies and procedures for all personnel. Participates in the development, administration, and oversight of budgets for the assigned functions. Supports MOU related negotiations; schedules and plans meet and confer processes as needed; ensures MOU agreements are appropriately implemented; coordinates with payroll function to ensure specified MOU pay and benefit components are properly executed and provided. Develops and implements recruitment, testing and selection processes; ensures equal employment opportunity for all candidates. Performs job analysis and classification studies when requested; conducts compensation studies and participates in the development of compensation and benefit strategies. Develops, organizes, distributes and administers the City's Personnel Policies and Procedures Manual and Job descriptions; reviews and updates as necessary to conform to policy changes, new legislation, etc. Coordinates employee relations activities; provides assistance to management, supervisors and staff in the interpretation of Human Resources policies and procedures and the processing of grievances. Administers City benefit plans; oversees employee orientation and enrollment; acts as liaison with benefit carriers to address claims or issues; reviews and evaluates service delivery and cost effectiveness of benefits plans, makes recommendations for improvements and ensures maximum effective service provision. Works closely with the third-party workers' compensation administrator to process claims and administer the program. Coordinates employee development, training, work evaluation and recognition program; provides training to City employees involving human resource and risk management issues and current topics; conducts training for key personnel on policies and procedures. Drafts and recommends City-wide safety and health directives; maintains City safety manual, including preparation and distribution of appropriate updates Maintains all personnel files in a confidential manner. May prepare and present staff reports and other necessary correspondence related to human resources and risk management issues. Stays abreast of new laws, regulations, trends and innovations in the fields of human resources and risk management; researches emerging products and enhancements that may affect departmental operations; implements policy and procedural changes as required. Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action. Part of implementation team for any new HR/payroll related software, new or upgrade, with significant responsibility over the HR and risk management functions. Performs other duties as assigned.

Knowledge of principles, practices and techniques of human resources in a public agency setting, including recruitment, selection, equal employment opportunity and employee orientation; job analysis and classification, compensation and benefit analysis and administration; employee relations, including negotiations and interpretation of laws, regulations, policies and procedures, including the Meyers Milias Brown Act. Principles and practices of industrial and occupational health and safety program administration; Cal/OSHA regulations including the Injury and Illness Prevention Program. Principles and Practices of risk management including loss prevention, and administration of workers compensation Applicable federal, state, and local laws, codes and regulations relevant to assigned areas of responsibility. Experience and Education:
Equivalent to graduation from an accredited four-year college or university with major coursework in human resources management, public or business administration, employee relations, risk management or a related field and three (3) years of administrative experience in human resources, benefits administration, risk management. Some experience in a lead role is preferred.
