Job Description

LOCATION OF POSITION
Maryland Department of Assessment & Taxation\r\nOffice of Human Resources Division\r\n700 E. Pratt Street Suite 2300\r\nBaltimore, MD. 21202\r\n Main Purpose of Job The HR Manager position oversees and supervises Human Resources professionals while ensuring consistent, compliant, and effective HR operations. This position provides consultative Human Resources guidance and support to agency supervisors and leadership in areas including recruitment and staffing, employee relations, classification and compensation, policy interpretation, and performance management to support agency goals and ensure compliance with applicable laws, regulations, policies, and procedures.\r\n
POSITION DUTIES
Supervision & Business Partner Consultation Provides day-to-day supervision,\r\nworkload coordination, mentoring, quality review, and performance evaluation for\r\nassigned HR staff. Serves as a Human Resources Business Partner by providing\r\npolicy-consistent guidance to supervisors regarding workforce management, employee\r\nconduct, performance expectations, and application of HR policies and procedures.\r\n\r\n\r\nLeads assigned Centers of�Excellence such as Talent Acquisition, Employee & Labor Relations, Classification &\r\nCompensation, Performance Management & Training, or HR Analytics to standardize\r\nHR practice, improve documentation quality, and ensure consistent, customer-focused\r\nservice delivery.\r\n\r\n\r\nOversees HR Shared Services�transactional processing to ensure personnel actions are accurate, timely, and\r\ncompliant with State Personnel and Pensions law (SPP), COMAR, Federal\r\nemployment law, DBM policy, and applicable MOUs.\r\n\r\n\r\nEmployee & Labor Relations Support Assists with grievance coordination,\r\ndocumentation review, investigation support, and internal case preparation to\r\nensure fair and consistent employee-relations practices.\r\n\r\n\r\n\r\nWorkforce Planning & Policy Interpretation Supports workforce planning,\r\norganizational development initiatives, and the consistent interpretation and\r\napplication of HR policy to promote equitable and strategic personnel\r\ndecision-making.\r\n\r\n\r\nStaff Development & Capability Building Develops HR staff capability\r\nthrough coaching, training, professional development planning, and assignment of work that strengthens technical and consultative skills.\r\n\r\n
MINIMUM QUALIFICATIONS
Experience:
�Seven years of experience, three years of professional HR experience involving recruitment and employment services,�classification and compensation, employee relations, test development and validation, job analysis, job evaluation,�salary administration, HR program evaluation, or HR policy�formulation and an additional four years of professional HR�management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, or test development and validation or as a generalist.\r\n
Notes:
\r\n1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the�required experience.� Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to�specific employment actions.� Appropriate paraprofessional�personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and�policies, preparing personnel-related reports, conducting employee orientation, counseling employees regarding�benefits and obligations, and responding to inquiries�concerning employment procedures.\r\n2. Candidates may substitute the possession of a Bachelor's�degree from an accredited college or university and three years of professional HR experience involving recruitment�and employment services, classification and compensation,�employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.\r\n3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related�field for up to six years of the required experience.\r\n4.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources�management specialty codes in the human resources management field of work on a year-for-year basis for the�required experience.\r\n
SELECTIVE QUALIFICATIONS
\r\nExperience in full-service Human Resources operations, including recruitment and staffing, classification and compensation, employee relations, policy interpretation, and HR process improvement. Experience reviewing and evaluating applications and resumes to determine applicant qualifications and rank candidates for a variety of positions; providing classification and compensation services such as reviewing position description forms, processing reclassification and acting capacity requests, and applying salary guidelines; handling employee relations matters including disciplinary actions, grievances, performance counseling, and administrative hearings; interpreting and applying HR laws, regulations, policies, and procedures to advise employees, supervisors, and management; and analyzing HR-related data to develop recommendations, improve processes, create interview scoring tools, conduct training, and assess operational or fiscal impacts. Supervisory and/or leadership experience is preferred.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\n Supervisory and/or leadership experience.\r\n \r\n \r\n Experience with the JobAps recruitment system.\r\n \r\n \r\n Experience with Workday, specifically SPS Workday.\r\n \r\n \r\n Experience with the State of Maryland recruitment process or recruiting within a government agency in� � � � � ���accordance with State or Federal guidelines.\r\n \r\n \r\n Proficiency in Microsoft Office and Gmail.\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS 1.
�Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.\r\n2.�Employees in this classification may be assigned duties which require the operation of a motor vehicle.� Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
