Job Description

Org. Setting and ReportingThis position is located within the Common Administrative Platform at United Nations Headquarters, referred to as the One Executive Office (OneEO), under the Division of Administration in the Department of Operational Support (DOS). OneEO has been officially launched on 1 July 2026 as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. The Division of Administration delivers administrative support functions, provides facilities management and commercial services for offices, departments and client entities of the United Nations Secretariat, New York. In addition, the Division manages commercial insurance policies for the Organization. The Division is also responsible for the Secretariat payroll as well as accounts payable and tax unit tasks. It consists of the Common Administrative Platform (CAP) referred to as One Executive Office (OneEO), the Facilities and Commercial Activities Service (FCAS), Commercial and Insurance Section (CIS) and the Financial Operations Service (FOS). OneEO provides the full range of administrative and operational services required by New York\u2013based Secretariat client entities to fulfill their mandates, including human resources management, financial administration, travel, and general administrative support. Specifically, this position is located at the Client Desk 2 providing administrative and operational support to entities with mandates pertaining to peace and security including Department of Political and Peacebuilding Affairs (DPPA) and Department of Peace Operations (DPO). The incumbent will report to the Senior Administrative Officer under the overall guidance of the Chief of the Client Desk. ResponsibilitiesWithin delegated authority, the Human Resources Officer will be responsible for the following duties:
General:
\u2022 Provides advice and support to managers and staff on human resources related matters. \u2022 Prepares special reports and participates and/or leads special human resources project. \u2022 Keeps abreast of developments in various areas of human resources.
Recruitment and placement:
\u2022 Identifies upcoming vacancies in coordination with client offices. \u2022 Prepares vacancy announcements and reviews applications. \u2022 Arranges and conducts interviews to select candidates. \u2022 Reviews recommendation on the selection of candidate by client offices. \u2022 Serves as ex-officio in appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies. \u2022 Monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or corrections related to procedures to these offices. \u2022 Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
Administration of entitlements:
\u2022 Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules. \u2022 Administers and provides advice on salary and related benefits, travel, and social security entitlements. \u2022 Determines and recommends benefits and entitlements for staff on the basis of contractual status. \u2022 Reviews policies and procedures and recommends changes as required. \u2022 Reviews and recommends level of remuneration for consultants.
Staff development and career support:
\u2022 Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs. Prepares monitoring reports on staff development and career support programmes. \u2022 Provides advice on mobility and career development to staff, particularly young professionals and staff in the General Service and related categories. \u2022 Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PAS). \u2022 Assesses training needs, identifies, designs and delivers training programmes to staff at all levels throughout the Organization.
Other duties:
\u2022 Supports the Desk Chief in all activities pertaining to the transition of the One Executive Office including the development of a communication strategy for the Client Desk. \u2022 Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. \u2022 Prepares classification analysis of jobs in Professional and General Service and related categories; reviews and prepares for classification of seconded officer positions \u2022 Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review. \u2022 Assists in preparing policy papers, position papers and briefing notes on issues related to examinations and tests. \u2022 Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. EducationAn advanced university degree (Master\u2019s degree or equivalent degree) in human resources management, communication, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Job - Specific QualificationNot available. Work ExperienceA minimum of five (5) years of progressively responsible experience in human resources management, administration or related area is required. Experience in the application and interpretation of staff rules and regulations in the United Nations or a similar international organization is required. Experience in post classification and recruitment in the United Nations or a similar international organization is required. Experience in implementing changes resulting from organizational reforms especially in the area of human resources management is desirable. Experience working in an Executive Office or a similar office setting is desirable. Two (2) years or more of experience in data analytics or related field is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
