POSITION SUMMARY
The Human Resources Manager is the primary day-to-day HR leader for approximately 250 employees and reports to the Vice President Administration. This hands-on and strategic role leads employee relations, recruiting and onboarding, benefits, performance management, compliance, leave and workers' compensation coordination, HR systems, policy administration, training, and collaborates with the Payroll Manager on payroll administration, onboarding and offboarding and benefits administration. The HR Manager serves as a trusted advisor to employees and leaders while translating business needs into practical HR strategies, workforce plans, and programs that support operational effectiveness, employee engagement, and organizational growth.
JOB DUTIES WILL INCLUDE
:
- Lead day-to-day HR operations across the employee lifecycle, including recruiting, hiring, onboarding, employee relations, performance management, separations, and offboarding.
- Manage benefits: including receiving benefits offerings from our broker to choosing our benefits to training the employees on "what's new this year" during open enrollment, as well as during the onboarding of new employees.
- Audit benefits: including reconciliation of vendor invoices to employee elections and employee deductions.
- Oversee HR systems and data integrity, including HRIS, payroll interfaces, benefits, and retirement plan administration, in partnership with the Payroll Manager and applicable vendors.
- Provide support and guidance to management and employees on various HR-related matters;
- Manage recruitment process: including creating/updating job descriptions, posting jobs, interviewing and hiring candidates.
- Administer and oversee compensation packages and benefits programs to ensure they are competitive and fair.
- Lead employee relations matters, including workplace complaints, investigations, conflict resolution, corrective action, and management coaching, while maintaining appropriate confidentiality and documentation.
- Ensure all HR practices and policies adhere to local, state, and federal labor laws and regulations and union collective bargaining agreements.
- Manage the Company's performance management system and provide guidance on disciplinary actions and performance concerns.
- Partner with the Vice President Administration and leadership to develop and execute HR strategies, workforce planning, retention initiatives, succession planning, and organizational practices that support business goals.
- Maintain accurate HR records and use workforce metrics, turnover data, recruiting data, employee relations trends, and other HR analytics to identify risks and support operational and strategic decisions.
- Coordinate and facilitate training programs to improve employee skills and performance;
- Create, implement and maintain the Company policy and procedure handbook.
- Develop and implement compliance training for all staff.
- Facilitate audits, internal and external, providing records and documentation to auditors.
- Recommend updates to HRIS software, systems and procedures.
- Ensure new-hire, termination, compensation, deduction, and other employee changes are accurately documented and communicated to the Payroll Manager within required payroll deadlines.
- Review and approve payroll in partnership with the Payroll Manager, focusing on employee changes, exceptions, compliance, and accuracy rather than routine payroll processing.
- Review and approve vendor invoices for HR services and benefits.
- Coordinate workers' compensation administration, including reporting, required testing, claim follow-up, return-to-work coordination, and communication with employees, managers, carriers, and vendors.
- Support the Payroll Manager; ensure there are clear responsibilities between the Payroll Manager role and the HR Manager role, review controls and deadlines, and provide backup or issue resolution as business needs require.

MINIMUM QUALIFICATIONS
Education:
Sufficient formal and/or informal training to provide the ability to read and write at a level consistent with the requirements of the position;
- A Bachelor's degree from an accredited College or University
- 5+ years of progressive Human Resources experience, preferably in a broad, hands-on generalist or HR leadership role supporting a workforce of similar size and complexity.
- Strong knowledge of Human Resources practices and principles.
- Proficiency in Microsoft Excel and Word.
- Excellent attention to detail, organizational skills, and ability to meet deadlines.
- Strong communication and problem-solving skills for vendor and internal team interactions.
- Ability to work independently and as part of a team in a fast-paced environment.
- Demonstrated ability to supervise staff, including payroll or HR support functions, and to influence managers and leaders without direct authority.
Required HR Knowledge & Professional Competencies:
- Comprehensive knowledge of federal, state, and local employment laws and regulations applicable to the Company's workforce and operations.
- Strong knowledge of employee relations, workplace investigations, performance management, corrective action, and employment practices.
- Working knowledge of compensation, benefits administration, leave management, workers' compensation, payroll practices, and retirement plan administration.
- Knowledge of recruiting, workforce planning, retention, succession planning, training, and employee development practices.
- Strong understanding of HR compliance, recordkeeping, personnel-file requirements, and confidentiality of employee information.
- Knowledge of HRIS, payroll, benefits, and other HR technology systems, including data integrity, reporting, and process improvement.
- Ability to interpret and apply Company policies, employment laws, regulations, and established HR practices consistently and appropriately.
- Strong business judgment with the ability to balance employee needs, legal and compliance requirements, and operational objectives.
- Ability to analyze workforce data and HR metrics to identify trends, risks, and opportunities for improvement.
- Strong written and verbal communication skills with the ability to effectively advise employees, supervisors, managers, and senior leadership.

- Effectively use HR systems, Microsoft 365 applications, and other business technology to manage work, records, reporting, and communication.

- Work cooperatively and effectively with Management, staff, and the public.
