Job Description

Steven Lahey with Robert Half is hiring, on behalf of our client, an experienced Human Resources Manager to lead people operations for a retail organization in Stockton, California. This role will serve as a strategic partner to leadership by strengthening hiring, employee support, compliance, and talent development across multiple business locations. The ideal candidate brings sound judgment, strong knowledge of California employment practices, and the ability to build programs that support both operational goals and a positive workplace culture.
Responsibilities:
  • Work closely with business leaders to shape staffing plans, improve hiring outcomes, guide onboarding efforts, and strengthen employee retention across locations.
  • Lead employee relations activities by handling workplace concerns, conducting fact-based investigations, advising on corrective action, and coaching managers through performance-related matters.
  • Direct recruiting efforts for a range of positions, including skilled trades, parts and operations support, sales, branch leadership, and corporate team roles.
  • Oversee pay practices by supporting compensation planning, reviewing salary alignment, analyzing market data, and maintaining consistent job leveling frameworks.
  • Administer benefit programs and employee leave processes, while coordinating open enrollment, accommodation requests, workers' compensation matters, and related compliance activities.
  • Maintain adherence to federal, state, and local employment regulations, with particular attention to California labor standards, wage and hour requirements, and workplace safety expectations.
  • Create, update, and implement HR policies, procedures, and handbook content to promote consistency, clarity, and best practices throughout the organization.
  • Support performance management, succession planning, leadership growth, and employee engagement initiatives that contribute to long-term organizational success.
  • Partner with department leaders to identify training priorities and organize career development, supervisor education, and required compliance learning.
  • Supervise HR-related records, reporting, workforce data, unemployment claims, employment verifications, and other employment risk management processes, while providing guidance to HR team members as needed.
