Job Description

Position Title:
Director of Human Resources This position is anticipated to be filled in early December 2026
Position Duties:
Performs responsible professional and administrative work assisting the Town Administrator, Finance Director and staff in a variety of human resource functions. Assists in the planning, implementing, and operation of projects and programs including but not limited to recruitment of personnel, writing of job descriptions, policy development, collective bargaining, and coordination of employee relations programs. Provides guidance and support to managers in handling employee performance. Conducts investigations as necessary. Ensures compliance with applicable state, federal, and local personnel laws and regulations. Ensures compliance in the administration of collective bargaining agreements.
Supervision:
Appointed by the Town Administrator, functional supervision is under the Finance Director. Employee plans and prioritizes work in accordance with standard procedures and previous training and is expected to solve problems. Employee has access to confidential personnel files, collective bargaining negotiations, and lawsuits. Position works closely and cooperatively with all staff. Employee may be required to work outside of normal business hours.
Job Environment:
Position requires examining, analyzing, and evaluating facts and circumstances surrounding individual problems, situations, or transactions, and determining actions to be taken within the limits of standard or accepted practices and applicable state and federal laws. Frequent interaction with employees, department heads and other town officials to respond to inquiries regarding town programs and personnel programs and policies and to facilitate resolution of employee issues and grievances. Extensive external contacts, including insurance carriers, Town/Labor Counsel and vendors. Frequent travel to various off-site departments.
Essential Functions:

Directs recruitment and hiring activities, including preparing and updating job descriptions, posting and advertising vacancies, screening applications and resumes, coordinating interviews, conducting background and employment checks, and facilitating the employee selection process. Recommends final applicants for hire to the Appointing Authority. Oversees new-employee orientation and onboarding and, when required, CORI clearances, pre-employment physical and mental health assessments, and drug screenings. Assists supervisors in effectively managing employee performance; develops techniques and coordinates resources for resolving workplace conflict or productivity issues; investigates personnel problems and disciplinary issues. Provides guidance to employees and managers throughout the disciplinary and employee appeal processes. Mediates workplace conflict when necessary. Represents the Town at unemployment, discrimination and other personnel related hearings. Works in conjunction with the Police and Fire Chiefs to conduct department specific promotional processes and assessment centers. In conjunction with the Town Administrator and other assigned managers, prepares for and negotiates collective bargaining agreements. Develops and recommends amendments to collective bargaining agreements. Compiles bargaining proposals, creates memorandums of agreement, and revises collective bargaining agreements as amended. Assumes a primary role in enforcing union contract language and in resolving labor relations issues, grievances and other disputes. Represents the Town during union grievances, arbitration hearings or in other forums. Ensures the uniform application of the Town's personnel policies and procedures. Maintains and updates personnel policies and employee handbook. Ensures compliance with applicable state and federal and local laws. Oversees the administration of compensation policies and practices in accordance with collective bargaining agreements, Town by-laws and policies, and federal and state statutes. Advises payroll administrators and the benefits coordinator when determining employee eligibility for benefits, wage adjustments, time off, etc. in accordance with collective bargaining agreements and Town practices. Conducts area wage and salary surveys; receives and evaluates requests for position reclassifications; and recommends related wage, salary and reclassification actions. Coordinates and manages the Family Medical leave (FMLA) process for family medical leave requests. Considers employees' medical accommodation requests by conducting interactive conferences with employees as required by the Americans with Disabilities Act. Coordinates Workers Compensation claims through regular communication with the Town's Third Party Administrator. Administers the Department of Unemployment Assistance account for Town employees; verifying and, as necessary, contesting claims. Conducts exit interviews of departing employees; providing information, as necessary, on COBRA, pension, unemployment and benefits. Recommends training and development programs for Town employees. Facilitates employee access to the Employee Assistance Program when helpful. Ensures employees' continued compliance with the Conflict of Interest and Security Awareness Training requirements. Certifies Seasonal Employees with the Department of Unemployment Assistance on a yearly basis. Maintains and reviews RMV database for the Town's authorized drivers. Serves on the Communications Specialist Steering Committee. Serves as Town representative on the Scituate Diversity, Equity and Inclusion Committee. Serves as the Town's Civil Rights Coordinator in receiving and coordinating claims of discrimination from employees, residents or program participants. Compiles and regularly submits employee reports, including EEO-4 reports to the EEOC and the State, monthly employee statistics to the Federal Bureau of Labor Statistics, CDL driver lists to the Department of Transportation's Clearinghouse, and 300 and 300A reports in accordance with OSHA/Department of Labor Standards regulations. Oversees organization, maintenance, and compliance of official personnel records and systems. Updates and maintains human resources content on Town's website.
Recommended Minimum Qualifications :
Education and Experience:
Bachelor's Degree with at least six years of progressively responsible experience in human resources administration. Public personnel administration preferred; prior experience in collective bargaining required. Any equivalent combination of education and experience.
Knowledge Skills and Abilities:
Thorough knowledge of public sector personnel practices and applicable state and federal laws regulating hiring, collective bargaining, and other human resources practices and policies. Strong interpersonal and mediation skills. Ability to interact in a positive and effective manner with the public and employees at all levels in the organization. Excellent verbal and written communications skills. Proficiency in the utilization of word processing, budget and spreadsheet applications.

Physical Requirements :
Employee works in normal office conditions and is required to sit, talk, listen and use hand more than 2/3's of the time; stand, walk, stoop, kneel, crouch, crawl, and reach with hands and arms up to 1/3rd of the time. Employee seldom lifts up to 10 lbs. Normal vision is required for the position. Equipment operated includes office machines and computers.
