Summary This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 7, Band E (GS-15 equivalent). Foreign nationals or legal permanent residents are not eligible for consideration. This is a 21st Century Cures Act authority announcement. Traditional federal rules regarding rating, ranking, and veterans' preference do not apply. Duties Serves as the Staff Director, Scientific Programs and Executive Resources Staff (SPERS) providing leadership, direction, coordination, and policy guidance on Agency-wide executive resources programs and services. Serves as the Agency's expert on the interpretation of legal and regulatory requirements for all matters related to executive resources programs to include recruitment/staffing, classification and pay compensation. Ensures individuals appointed under Senior-Level and Scientific Technical Programs, SES and Political/Sch C, Title 42(f) and Title 21 CURES appointing authorities are in compliance with governing Federal statutes, regulations and OPM/HHS policies. Serves as an authoritative technical policy consultant to the Director, Office of Talent Solutions and other senior FDA leaders, including the Chief Operating Officer and Deputy Chief Operating Officer and Center Directors and Executive Officers. Exercises supervisory personnel management responsibilities over the Scientific Programs and Executive Resources Staff. RELEVANT YEARS OF EXPERIENCE
Applicants must meet the following relevant years of experience to qualify for this AD-0201- Band E (GS-15 equivalent) position: Nine (9) years comparable experience leading and directing executive resources programs and services to include Senior Executive Service (SES), Senior Level (SL), Scientific or Professional (ST) positions and other executive hiring authorities; advising senior leadership on the interpretation and application of Federal statutes, regulations, and policies governing executive resources programs; overseeing recruitment/staffing, classification, and pay compensation for executive-level positions; and supervising staff responsible for the administration of executive resources programs.
