Oversees all aspects of the Human Resources Departmental operations: formulate and interpret developing programs, trainings, recruitment, and conflict resolution to maintain high levels of employee relations. This position ensures that the company is adequately staffed and that the policies and procedures formulated are being followed by senior management as well as all departments.
Duties/Responsibilities:
- Performs all functions in accordance with applicable federal and state laws and gaming regulations to include maintaining and adhering to all federal and state reporting requirements.
- Ensures the highest possible standards of guest service are provided and listens and responds to guest and employee concerns and questions.
- Plans, directs and implements human resources activities including recruitment, employment, compensation, benefits, training, employee relations and communications to retain quality team members at all levels in a timely and cost-effective manner.
- Coordinates the development, documentation, and approval of all Human Resources program changes to establish a positive employer-employee relationship and promote a high level of team member morale.
- Advises, counsels, and coaches line management in all areas of human resources management and the application of the company's human resource policies, procedures and practices to protect the interest of employees and company with accordance with laws and regulations.
- Periodically reviews and reports to the General Manager the status of all human resource programs, including, but not limited to: resource (population statistics/hires/dismissals/ resignations/attendance), performance reviews, training and development, safety, benefits, and recognition.
- At the request of the General Manager/COO investigates, resolves, or brings to higher management for resolution, all employee grievances not resolved by line management.
- Ensures appropriate levels of confidentiality throughout all departments.
- Maintains knowledge of the gaming and racing industry trends and employment legislation and ensures property's compliance with employee and organizational licensure.
- Develops and executes staffing and recruitment plans for the Human Resources Department
- Ensures that all members of the Human Resource Department are properly prepared and trained.
- Oversees effective recruiting, hiring, training, recognition, evaluation, performance reviews, coaching and terminations as required.
- Monitors employee performance through use of EDAs. Coaches and counsels when needed, documents all counseling performed.
- Attends, and satisfactorily completes all required training as assigned and required.
- Supervises day-to-day activities; provides training, planning, assigning, and directing of work; appraises performance; rewards and disciplines employees; addresses complaints and resolves problems.
- Complies with all NMGCB rules and regulations and company/department policies and procedures.
Required Skills/Abilities:
- Ability to develop policy and procedure at direction of General Manager
- Working knowledge of employment and labor law, costing principles and budgeting.
- Strong organizational and leadership qualities, interpersonal skills, and dedicated commitment to excellence.
- Must be able to work any shift including nights, weekends, and holidays and/or additional or extended hours if required.
Education and Experience:
- At least three (3) years in the Gaming Industry preferred. Racing Industry experience is also preferred.
- Minimum of three years in Human Resources management
- Bachelor's degree from a four-year college or university in management and/or
HR Physical Requirements & Work Environment:
- Majority of the time is spent in a typical office setting.
- Some exposure to bright lights and high noise level.
