Manage the development and implementation of the Workforce Development and Training programs on a territory-wide basis; through program design, program management, implementation and development that results in the individual served receiving quality services in a timely manner. Manage yearly budget to ensure location is efficient and maintaining positive outcomes.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assist Regional Manager and upper management in identifying the needs of the target populations and employment opportunities, within each territory, design programs that will most effectively help trainees achieve their employment goals while satisfying referral sources, and other agencies requirements. Maintain an open line of communication with referral sources to ensure proper services are being offered to meet the individual's needs. Ensure compliance with Goodwill Industries' policies, procedures and safety standards throughout the Workforce Development and Training Division operations. Responsible for ensuring that the Workforce Development and Training Division staff deliver quality services, meet the needs for all trainees, work efficiently, and perform all duties as assigned. This includes completing scheduled site visits and unscheduled site visits of all staff and all training locations. Review and revise as needed all Trainee reports and Invoices turned in by staff. Train staff on recognizing errors in their reports and assist with corrections needed. Ensure invoices and reports are correct and submitted to upper management within 5 working days of service completion. Responsible for the highest quality, on-going training programs, individual case management and other program services territory-wide. Recruit and train Job Coaches, and other Workforce Development and Training employees. Provide training on intakes, Individual Service Plan (ISP), Individual Employment Plan (IEP), and Case Management, etc. Ensure that all trainee records are kept accurately. Develop relationships with the local community and employers to promote awareness of Goodwill Industries Workforce Development and Training Programs. Build these relationships to assist trainees in obtaining meaningful employment opportunities. Represent Goodwill Industries in a professional manner. Make upper management aware of any community funding opportunities that are present. Increase the flow of referrals to and thru Goodwill Industries Workforce Development and Training Programs. Ensure compliance with organization's policies, procedures, and safety standards throughout the Training Centers operation. Ensure that all Workforce Development and Training programming conforms to applicable Federal and State standards and laws and the Corporate Code of Ethics and Vision Statement. Ensure Workforce Development and Training compliance with Goodwill Industries, Inc. safety and housekeeping practices. District Manager must be CESP certified within 18 months of becoming manager and maintain said certification. District Manager must monitor and manage staff hours efficiently. Complete all payroll in ADP for employees and trainees. Perform other duties and responsibilities as assigned by supervisor.
SUPERVISORY RESPONSIBILITIES
Supervise employees who are responsible for trainees and employees in the Workforce Development and Training Center. Responsible for the overall development, direction, coordination, and evaluation of the Training Centers programming. Carry out management/supervisory responsibilities in accordance with the organization's policies and procedures and applicable federal and state laws. Completes Payroll as listed above.
QUALIFICATION REQUIREMENTS

Must remain insurable under the organization's common insurance carrier.
EDUCATION
Bachelor's degree in Rehabilitation Counseling, Psychology, Education, Business Administration, or equivalent training.
EXPERIENCE
One to Three years, of rehabilitation counseling training and supervisory experience required. Computer knowledge and usage in areas of spreadsheet development, databases, brochure development, etc. required.
OTHER SKILLS AND ABILITIES
Ability to promote and develop quality individualized Workforce Development and Training program, with budget and management controls of a major training division of Zanesville Welfare Organization and Goodwill Industries, Inc.
