POSITION SUMMARY
The Human Resources Manager will oversee all HR operations including recruitment, onboarding, employee relations, compliance, benefits administration, and workforce planning. This individual will serve as a key organizational leader and will partner directly with the Principal/CEO and Operations team to build a strong, compliant, and high-performing workforce in a DODD-regulated environment. ▌
KEY RESPONSIBILITIES
Lead full-cycle recruitment for all positions including Direct Support Professionals (DSPs), House Leads, House Managers, Nurses, and administrative staff. Develop and maintain a streamlined onboarding process that ensures all new hires complete required DODD-mandated training, background checks, and documentation prior to working with clients. Ensure organizational compliance with Ohio DODD regulations, HCBS settings rules, and all applicable federal and state employment laws (FMLA, ADA, FLSA, Title VII, etc.). Maintain accurate and up-to-date employee records, certifications, training documentation, and background check compliance in accordance with DODD standards. Manage employee relations matters including investigations, disciplinary actions, grievances, and terminations in a fair, consistent, and legally compliant manner. Develop, review, and update HR policies, employee handbooks, and standard operating procedures to reflect current DODD requirements and agency needs. Oversee benefits administration and serve as the primary point of contact for employee inquiries regarding compensation, benefits, and HR policy. Track and report on workforce metrics including turnover, overtime, vacancy rates, and certification compliance; present findings to leadership. Partner with management to identify staffing gaps, succession planning needs, and opportunities for workforce development. Support performance management processes including appraisals, performance improvement plans, and corrective action documentation. Coordinate and track all mandatory DODD staff training requirements, including CPR/First Aid, Medication Administration (Med Pass), abuse/neglect reporting, and behavioral support training.
QUALIFICATIONS
Bachelor's degree in Human Resources, Business Administration, or a related field required; Master's degree or HR certification (PHR, SPHR, SHRM-CP/SCP) preferred. Minimum 3-5 years of HR experience, with at least 2 years in a DODD-regulated, developmental disabilities, or home health care environment strongly preferred. Demonstrated knowledge of Ohio DODD regulations, HCBS waiver requirements, and applicable compliance standards. Proficiency with HRIS systems, ATS platforms, and standard HR software tools. Excellent interpersonal, communication, and conflict resolution skills. High degree of confidentiality, integrity, and professional judgment. Valid Ohio driver's license and reliable transportation.
Pay:
