Human Resources Manager Salary Range:
$65,000 - $85,000 /
Annually FLSA Status:
Full-Time, Exempt Hillsboro, OR #hill1940 Express Employment Professionals is recruiting for an experienced Human Resources Manager on behalf of an established and respected food manufacturing organization in Hillsboro, OR. While this position is being supported through Express Employment Professionals, the company may consider direct hire placement for the right candidate.
Position Overview:
Our client is a long-standing, family-owned food manufacturer with nearly a century of success and a reputation for producing innovative, high-quality specialty products enjoyed nationwide. The Human Resources Manager will serve as a key business partner to executive leadership and be responsible for overseeing all aspects of human resources operations, including payroll administration, recruiting, employee relations, benefits, compliance, leave management, safety initiatives, and training programs. This role requires an experienced HR professional who thrives in a hands-on manufacturing environment and can provide strategic guidance while supporting day-to-day operations. The ideal candidate will bring strong knowledge of employment law, HR best practices, payroll administration, and employee relations. Experience supporting a manufacturing or food production environment is highly preferred. Candidates who are bilingual in English and Spanish or English and Vietnamese are strongly encouraged to apply.
Required Qualifications:
To be considered for this opportunity, candidates must possess: Bachelor's degree in Human Resources or a related field. Minimum of three (3) years of Human Resources experience. Previous experience processing payroll using ADP. Strong understanding of employment law, HR compliance, and employee relations. Experience administering FMLA, Paid Leave Oregon, Workers' Compensation, and employee accommodations. Proficiency with Microsoft Office and HRIS systems. Excellent communication, organizational, and leadership skills. Preferred Qualifications Bilingual English/Spanish or English/Vietnamese. Experience within manufacturing, food production, or other regulated environments. Familiarity with OSHA requirements, HACCP, SQF, food safety programs, and safety committee administration. Experience conducting I-9 audits and maintaining training records. Essential Responsibilities Payroll and Benefits Administration Process payroll utilizing ADP. Administer employee benefits programs and coordinate with third-party benefit vendors. Maintain accurate employee records and HR documentation. Talent Acquisition and Onboarding Lead recruiting efforts, candidate screening, and hiring activities. Coordinate pre-employment screenings and onboarding processes. Manage employee separations and offboarding procedures. Employee Relations and Leadership Support Provide guidance on HR compliance and best practices. Coach supervisors and managers on performance management, employee development, and disciplinary procedures. Assist with performance reviews and employee development initiatives. Promote a positive and productive workplace culture. Compliance and Risk Management Administer employee leave programs, including FMLA, Paid Leave Oregon, accommodations, and Workers' Compensation. Conduct I-9 audits and ensure HR compliance with applicable federal and state laws. Maintain training records and ensure departmental compliance with SOP requirements. Support OSHA compliance and workplace safety initiatives. Food Safety and Quality Programs Support HACCP, Food Safety, Food Defense, Food Fraud, and sanitation programs. Assist with SQF audits and regulatory compliance requirements. Coordinate safety committee activities across production departments.
