Full Job Description Position Summary:
This position is responsible for all the HR processes and structure to support the achievement of business strategies for the facility assigned. The Human Resources Manager must be comfortable with high volume workload, can juggle multiple competing priorities to accomplish goals. Provide advice/coaching to managers/supervisors and experience managing all aspects of day-to-day HR functions. Must have a passion for providing innovative HR solutions and process improvements. The HR Manager must be able to interface and maintain strong relationships at all levels of the organization.
Essential Duties and Responsibilities:
  • Provide advice and counsel to managers and supervisors regarding policy interpretation and people related issues such as performance management, leave administration, corrective action, among others.
  • Ensure strong, positive employee relations, processes are in place to maintain an equitable workplace
  • Manages the talent acquisition process for front line employees, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.
  • Receive and investigate complaints from hourly employees and resolve the case. Escalate all cases related to salary employees to the Deputy Director of Human Resources.
  • Create and coordinate motivational activities/townhalls to promote engagement and teamwork for the employees.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices.
  • Ensure compliance with labor laws and employment regulations.
  • Support managers in goal setting and performance improvement plans.
  • Manage the Payment Structure for employees under Incentive Program.
  • Administration of Workers Compensation cases.
  • Create and post in a timely manner the
OSHA 300
log.
  • Report to the Bureau of Labor and Statistics on the employee data every month.
  • Administration of Personal Leave, Medical Leave, FMLA and Frances Online platform for Paid Leave Oregon requests.
  • Prepare all type of communications, policy reminder and motivational activity flyers in tree languages (Englis, Spanish and Russian).
  • Responsible for managing client labor audits, this includes completion of FSLM Assessment, ensure employee files are in compliance, policies, among others.
  • Conduct Round Table with the employees every month.
  • Ensure all Job Descriptions are up to date and in compliance.
  • Create the Monthly Building Inspections Report.
  • Coordinate the Performance Evaluation process for the facility.
  • Ensure Payroll is completed by Managers in a timely manner. Perform other duties as assigned. Knowledge, Skills and Abilities (KSA):
  • Minimum of 6-10 years of experience as Human Resources Manager.

Education/Certification Requirements:
Minimum of a bachelor's degree in a related field. An advanced degree is desirable. Strong business acumen and leadership abilities. Bureau of Labor and Industries Certification Conflict Resolution Certification. SHRM-SCP or SPHR certification preferred.
