DCFS. POSITION OVERVIEW
The Human Resources Manager leads the daily operations of the Human Resources function, overseeing recruitment, onboarding, employee relations, compensation and benefits administration, compliance, and HR systems management. This role ensures that HR practices support organizational goals while maintaining compliance with federal, state, and local employment laws. Serving as a strategic partner to directors and executive leadership, the Human Resources Manager provides guidance on workforce planning, talent management, performance management, and employee relations. The role is responsible for developing and implementing HR policies, procedures, and training that promote consistency, accountability, and effective organizational practices. The Human Resources Manager plays a key role in fostering a positive, inclusive, and productive workplace culture by supporting staff development, strengthening communication between leadership and employees, and ensuring that human resources practices align with the organization's mission and values.
KEY RESPONSIBILITIES
Lead recruitment, hiring, and onboarding processes. Lead employee relations, investigations, and performance management practices. Administer compensation, benefit, and leave programs. Ensure compliance with federal, state, and local employment laws. Manage HRIS systems and produce workforce reports. Develop and implement HR policies, procedures, and training. Support organizational planning and talent management strategies. Provide guidance to leadership on HR matters. Maintain a positive, inclusive, and productive workplace culture.
QUALIFICATIONS
Bachelor's degree in human resources, business administration, or related field required. 5+ years of progressive HR experience; supervisory experience preferred. Experience in a nonprofit setting, especially in youth services, social services, or community‑based organizations, is preferred. SHRM-CP or
SHRM-SCP
strongly preferred. Experience with
HRIS, ADP
payroll systems, contract management, and compliance management. Excellent communication, interpersonal, and problem‑solving skills. Ability to maintain confidentiality and exercise sound judgment. Strong organizational and time‑management abilities. Demonstrated ability to lead HR initiatives and support organizational change. Microsoft Office Suite including Excel, Word, PowerPoint, and Outlook Excellent time management skills with a proven ability to meet deadlines. Demonstrates accuracy, thoroughness, and looks for ways to improve and promote quality; able to monitor own work to ensure quality Strong analytical and problem-solving skills; able to synthesize complex or diverse information. Ability to prioritize tasks and to delegate them when appropriate. Ability to act with integrity, professionalism, and confidentiality; reacts well under pressure, and accepts responsibility for own actions Thorough knowledge of employment-related laws and regulations.

Salary Range:
$75,000 - $85,000
