Job Description
The Head of Human Resources and Administration (This role) serve as the HR liaison among U.S. and regional operations and Taiwan headquarters, ensuring effective cross-border collaboration. This role is responsible for aligning HR and administrative strategies with organizational goals, playing a key role in optimizing HR processes, shaping talent strategies, fostering a positive workplace culture, and driving business outcomes. The HR Manager oversees all aspects of human resources and administration, with expertise in Compensation & Benefits, Recruitment, Training & Development, Employee Relations & Compliance, Policies and Procedures, Leave & Attendance Management, Organizational Planning, Performance Management, Transfers, HR System & Workforce data. The Administration function is responsible for ensuring smooth, safe, and cost-effective business operations by managing workplace services, parking space, travel and transportation arrangements, and external vendor partnerships. This role enables employee productivity and business continuity through effective coordination of administrative services, logistics, and vendor management. Proactively learn and explore the application of AI and other emerging technologies in human resource management, such as automating recruitment processes, data analysis, and performance tracking. Drive HR digital transformation to enhance the efficiency of human resource operations.
Principle Accountabilities:
1. HR Team Leadership & Development- Build and lead an effective HR team with clear roles, responsibilities, and accountability
- Coach and develop HR team members while fostering trust, collaboration, and continuous learning
- Lead by example with a growth mindset and influence others through actions and professional credibility 2.

Bachelor's degree in Human Resources, Business Administration, or a related field (Master's degree preferred).Experience:
Over 10 years of HR management experience in the U.S., including at least 8 years in manufacturing and office environments. Proven expertise in recruitment, performance management, employee relations, and compensation and benefits management, including salary planning and incentive design. Experience in cross-border or multinational HR management.Skills:
- Strong knowledge of U.S. labor laws and compensation regulations.
- Excellent analytical skills for salary benchmarking and compensation analysis.
- Proficient in HR management systems (e.g., Paycom, PeopleSoft, Workday), Microsoft Office, and AI-driven tools to enhance efficiency.
- Skilled in resolving grievances, managing employee relations, and enhancing workplace culture.
- Strong communication and collaboration skills for working with HQ and regional teams.
- Passion for learning and applying AI and new technologies in HR.
Language Proficiency :
Fluent in English is a must; Verbal & Written Spanish is a plus.Global Strategy Alignment & Travel Flexibility:
