Job Description:
Essential Function 1: Establish and implement HR efforts that effectively communicate and support CMI's mission and strategic vision. Develop and maintain a competency framework that supports and embeds CMI Values. Administer and maintain a performance management system that aligns employee efforts with the College mission and strategic goals. Maintain a HR Policy Framework that supports employee engagement. Employ effective recruitment and onboarding strategies. Essential Function 2: Develop HR plans and strategies to support the achievement of the overall business operations objectives of the college. Develop and implement the Human Capital Wapepe (Plan). Develop and implement an annual training plan for employees. Administer, monitor and evaluate CMI's Employee Performance Management System. Develop HR Plans in response to organizational changes. Essential Function 3: Participate in the development of the college's strategic plan and budget as a strategic partner, particularly from the perspective of the impact on people. Recommend and maintain the college organizational structure and staffing levels to accomplish college goals and objectives. Maintain accurate and current Position Management records. Advise and assist Budget Managers on staffing levels and types of positions required. Make recommendations to management on optimum staffing levels. Administer the college's job evaluation system to maintain relativity in job sizing and grade levels. Report on staffing level data points required for college-wide reporting Essential Function 4: Function as a strategic business advisor to the Senior Management Team and Heads of Departments regarding key organizational and management issues. Provide advice on matters related to the review and restructure of departments in relation to revision of job descriptions, reclassification of positions etc. Assist and facilitate in the development and revision departmental organization structures. Conduct skills audits and advise on training plans Advise on employee relations matters. Facilitate communication and information sessions on organizational changes with employee groups. Essential Function 5: Work with the Senior Leadership Team to establish a sound plan of management succession that corresponds to the strategy and objectives of the college. Identify, track and monitor critical positions. Maintain a data base of critical positions. Develop and maintain a succession plan for critical positions. Develop and implement a mentoring program for potential successors. Provide regular updates to the President on status of critical positions. Essential Function 6: Develop and implement comprehensive compensation and benefits plans that are competitive and cost-effective. Monitor and review the College's compensation policy Oversee the administration of benefits programs including Life and Long Term Disability Insurance, Medical Insurance and Retirement Savings Plan. Monitor and review benefits programs to maintain currency and cost-effectiveness Make recommendations for changes to benefits programs Draft policy recommendations Effectively communicate benefits programs to employees. Essential Function 7: Employ continuous improvement methods to plan, develop, organize, implement, direct and evaluate the college's human resource function and employees. Monitor and track services provided using CMI Helpdesk platform. Solicit customer service feedback from stakeholders. Make necessary changes to service provision as required. Monitor and review policies, procedures and programs supporting each area Develop new policies/procedures and programs Advocate and recommend for changes that will better align policies/procedures and programs Ensure the safekeeping and maintenance of all employee data and records in compliance with institutional, accreditation and legislative reporting requirements. This includes directing and managing the human resources information systems database, including system setup and code setup and definitions. Maintain HRIS systems are able to generate reports necessary for analyses and recommendations as required. Essential Function 8: Monitor and evaluate the activities of the Human Resources Department in accordance with CMI's ACCJC Accreditation requirement standards. Undertake a Program Review of the department in accordance with the FACETS schedule. Ensure the HR Department activities are aligned and in compliance with ACCJC Accreditation standards. Maintain data and information in support of compliance to accreditation standards. Essential Function 9: Develop and manage the annual departmental budget and perform periodic cost and productivity analyses in accordance with the College's budgeting and Prepare the department's annual budget submission in accordance with the College's budgeting guidelines Monitor and review the department's budget usage Prepare quarterly Budget Performance reports Recommend reprogramming of budget lines where necessary.
Required Qualification:
A BS/BA degree from an accredited college/university; MBA or MA/MS in human resources or related field preferred. A minimum of 15 years of HR experience, with at least five years of executive HR experience and at least five years of HR experience in the Pacific region.
Preferred Qualifications:
MBA or MA/MS in human resources or related field preferred. Professional HR certification. HR work experience in a higher education setting.
