The City of Pasadena, City Manager's Office (Career Services Division) is currently seeking an experienced workforce development professional who will be responsible for delivering, organizing, directing, and reviewing the implementation of and related functions as required for the federal Workforce Innovation and Opportunity Act (WIOA) programs for a multiple city consortium. The cities included in the consortium include Pasadena, Sierra Madre, Arcadia, South Pasadena, and Duarte. The Workforce Innovation and Opportunity Act (WIOA) provides workforce development programs and activities that increase occupational skill attainment, employment opportunities, employment retention, and potential earnings for program customers.

This position coordinates service delivery for the City Manager's Office

• Career Services Division, also known as the Foothill Workforce Development Board.

The ideal candidate will have extensive working knowledge of the Workforce Innovation and Opportunity Act (WIOA), and possess extensive knowledge and experience in operations management, evaluation of employment training programs and workforce development, partner programs, and the America's Job Center of California System. This position is an ongoing limited-term grant-funded position with continued employment dependent on available funding. The major responsibilities of this position are listed below. Oversees the development, implementation, operation and evaluation of workforce development programs through the comprehensive one-stop delivery system, satellites and partnerships. Provides program oversight, quality assurance, compliance monitoring, technical assistance, and effective continuous improvement for workforce program services in compliance with statutory provisions of Workforce Innovation Opportunity Act (WIOA). Implements identified goals and manages outcomes through the use of analytical data, performance indicators, and information available through the CalJOBS system. Ensures compliant administration, skilled operational performance, and attainment of identified operational goals. Ensures compliance with the rules and regulations of Workforce Innovation Opportunity Act and other applicable regulatory and administrative regulations for operating an American Job Center in California. Supervises and evaluates professional and administrative staff; directs assigned staff with job assignments, case file and database management, performance monitoring, and evaluation of outreach efforts, Facilitates meetings with staff for the decimation of information and quality assurance. Facilitates partnerships to advance service delivery and address labor market requirements in a coordinated manner. Supports the division by researching sector growth opportunities, compiling reports that outline opportunities, gaps and challenges, providing suggestions based on Workforce Innovation Opportunity Act policies and programs, and ensuring strategies are implemented, evaluated, and continuously improved. EDUCATION AND EXPERIENCE A

bachelor's degree in public administration, sociology, social science, economics, planning or a closely related field Four years of progressively responsible experience in the operations, management, and evaluation of employment training and/or economic development programs, including experience with Federal and State jobs program planning and operations. Individuals with at least 5 years of recent experience implementing workforce development programs and the provisions of the Workforce Innovation and Opportunities Act (WIOA) will be deemed most qualified.
