Months Position Summary:
The Human Resources Licensure & Certification Specialist III supports the Human Resources Department in the administration of overseeing educator licensure, certification, credentialing, compliance and other human resources functions for District employees. The position provides support and guidance to teachers, paraprofessionals, and other educational support professionals regarding initial licensure, continuing licenses, certifications, renewals, salary credit, alternative routes to certification, emergency certifications, and other credentialing requirements. The Human Resources Licensure & Certification Specialist III also supports District compliance initiatives and works closely with the Director and Deputy Director of Human Resources and other District administrators to support effective onboarding and offboarding processes, employee relations activities, data analysis, process improvement, and the efficient operation of the Human Resources Department. Essential Job Functions The essential functions of this position include, but are not limited to, the following: Licensure, Certification, and Compliance Manage educator licensure, certification, and credentialing processes for initial hires and current employees, including renewals, salary credit, salary step placement, Alternative Routes to Certification, and emergency certifications. Manage paraprofessional licensure, permits, and certification requirements. Monitor employee credentialing status and communicate timely and accurate information regarding approvals, denials, extensions, expirations, legal notices, and other credentialing matters to employees, Human Resources staff, and appropriate supervisors. Conducts period audits of credentialing records to identify discrepancies between district HR records and state credentialing records. Troubleshoots application and credentialing issues and works with employees and state agencies to resolve discrepancies. Assist the Human Resources Department in ensuring compliance with applicable state and federal laws, regulations, and District policies. Provides timely notification to appropriate administrators when an employee's credential status may affect the employee's eligibility to serve in a particular assignment. Review and approve employment verifications for new hires and current employees in accordance with District procedures. Maintain accurate and confidential employee credentialing and compliance records. Onboarding Assist in reviewing, evaluating, and improving District onboarding and offboarding processes to promote an efficient and positive employee experience. Serve as a liaison between hiring managers, school administrators, HR specialists, and new employees to facilitate effective onboarding and offboarding workflows. Assist with employment offers and related notifications as directed by the Director of Human Resources. Prepare and distribute employment offers and notifications to principals, Human Resources staff, and new hires as directed. Support the collection, review, and processing of required documentation for new and departing employees. Approval of Graduate Salary Increases (GSIs) and Verification of Employment (VOE) Forms for new and current employees. Identify opportunities to improve the efficiency, consistency, and effectiveness of onboarding and offboarding procedures. Data Analysis and Process Improvement Collect, organize, analyze, and report Human Resources data as requested. Assist with reviewing and analyzing Human Resources procedures, workflows, and processes. Make recommendations for process improvements that increase efficiency, accuracy, compliance, and service to District employees. Assist in identifying trends, critical issues, and opportunities for improvement through data analysis. Employee Relations and Other Responsibilities Assist with employee relations matters as directed by the department supervisor(s). Oversee the District's Educational Support Professional of the Year Recognition Award process. Serve as a liaison between the district and institutions of higher education regarding Alternative Routes to Certification programs. Assist with special projects, events, and initiatives of the Human Resources Department. Maintain the confidentiality and security of sensitive employee and District information. Perform all other job and department related duties as assigned. Knowledge, Skills, and Abilities The successful candidate should demonstrate: Ability to communicate effectively and professionally with employees, administrators, applicants, community members, and other stakeholders from diverse cultural and professional backgrounds. Strong understanding of the importance of confidentiality when handling sensitive employee, personnel, and District information. Excellent written and oral communication skills. Ability to establish and maintain positive, cooperative, and professional working relationships. Strong organizational skills with exceptional attention to detail and accuracy. Ability to gather, organize, analyze, and interpret data and use findings to make informed recommendations. Ability to identify critical issues, exercise sound independent judgment, and appropriately escalate matters when necessary. Ability to manage multiple priorities, meet deadlines, and follow through on assigned responsibilities. Ability to work effectively and independently while also contributing positively to a collaborative team environment. Strong problem-solving and analytical skills. Ability to learn and apply applicable laws, regulations, policies, procedures, and systems. Commitment to continuous professional development and improvement of Human Resources practices and services. Minimum Qualifications and Requirements At least 1 year of previous professional experience in Human Resources; experience in a Kâ€"12 Human Resources Office environment is preferred. Previous experience working with Delaware's PHRST and DEEDS systems. Experience working with Delaware educator licensure and certification processes. Demonstrated ability to analyze data and make recommendations for process or operational improvements. Proficiency with Microsoft Office applications, including Word, Outlook, and Excel . Ability to maintain strict confidentiality of employee and District information. Successful completion of required criminal background checks and Child Protection Registry checks in accordance with Delaware law and District requirements. Additional qualifications and experience may be considered as determined by the district.
