HR GENERALIST

Job Summary The HR Generalist serves as the primary point of contact for employees on day-to-day human resources matters, with direct responsibility for full-cycle payroll administration, recruiting, onboarding and offboarding, timekeeping, maintenance of employee records, administration of collective bargaining agreements, and compliance with applicable federal, state, and local employment laws. This position serves as a resource to employees, managers, leadership, and union representatives while maintaining confidentiality, supporting personnel policies, and fostering a positive workplace culture. Essential Duties and Responsibilities Recruitment Coordinates the full-cycle recruitment process, including job postings across various recruitment platforms, application maintenance, and employment offers. Conducts and coordinates background screenings and other pre-employment requirements for selected candidates to support the hiring process and ensure compliance with applicable employment requirements. Administers the union bidding process, including posting notifications, bid collection, preparation and award, in accordance with the collective bargaining agreement. Coordinates with department managers and leadership to confirm hiring needs and obtain necessary approvals. Onboarding Manages the new hire process from candidate selection through first-day onboarding. Conducts new employee orientation, providing an overview of benefits, workplace expectations, and required onboarding documentation to ensure employees are prepared for their roles. Processes personnel actions, including employment status changes, compensation changes, and other HR transactions. Responds to employment related inquiries from applicants, employees, and managers. Payroll Administration Administers full-cycle payroll processing for 1,000+ employees across bargaining and non-bargaining groups. Reviews and verifies employee timekeeping records, attendance information, and payroll submissions for accuracy and compliance with applicable policies, procedures, and collective bargaining agreements. Processes and reviews payroll transactions to ensure accurate and timely payment of wages, deductions, overtime, differentials, allowances, and other payroll-related adjustments. Serves as backup to the Payroll Analyst for monthly, quarterly, and annual payroll cycles, including state tax payments, labor statistics reporting, and 941/945 tax reporting. Assists with payroll reporting, audits, reconciliations, and compliance reviews. Employee Records and HR Administration Maintains accurate employee records and personnel files within the Human Resources Information System (HRIS) and other applicable recordkeeping systems. Assists with unemployment claims, employment verifications, leaves administration, risk management, and other employee-related processes. Maintains a high level of confidentiality and professionalism when handling sensitive employee information. Compliance and Special Projects Maintains knowledge and compliance of applicable federal, state, and local employment laws and regulations, and recommend best practices. Participates in special projects, departmental initiatives, and process improvement efforts to increase efficiency, streamline operations, and enhance the overall employee experience. Develops working knowledge of all Human Resources functions and provides cross-functional support as departmental needs require. Assists with the administration, interpretation and application of collective bargaining agreements while ensuring compliance with applicable contractual requirements. Skills, Abilities and Knowledge Ability to work collaboratively with employees, departments, and vendors in a team-driven environment. Strong organizational, analytical, and problem-solving skills with a high level of accuracy and attention to detail. Ability to manage multiple priorities, meet deadlines, and adapt to changing needs and priorities. Ability to work independently and efficiently in a high-pressure and time-sensitive environment. Proficient in Microsoft Office (Outlook, Teams, Word, Excel) and HRIS and payroll software. Ability to establish and maintain effective working relationships with employees and vendors. Ability to tactfully handle difficult situations, and act with integrity, professionalism, and confidentiality. Excellent written and verbal communication skills with the ability to effectively communicate with individuals of all levels of the City. Education and Experience Minimum of two (2) years experience in human resources and/or payroll required. Bachelor's degree in business administration, human resources, or a related field required. Other Requirements Must possess and maintain a valid driver's license. Work Environment and Physical Requirements Work is primarily performed in a standard office environment. May occasionally travel to facilities for meetings, training, events, or employee support.
