Approximately 60% of this position is dedicated to recruiting and onboarding, and 40% to payroll and HR operations. The role reports directly to agency leadership and requires a candidate who can move quickly through a high applicant volume while maintaining the accuracy that payroll and regulatory compliance demand. Recruiting and Onboarding Responsibilities Manage the full caregiver hiring cycle, including sourcing, phone screening, interviewing, offer extension, and start date coordination Maintain rapid response times to incoming applicants; the home care labor market requires candidate contact within 24 hours to remain competitive Post and maintain job listings across Indeed and additional recruitment channels, and evaluate sources based on hires produced rather than application volume Administer compliance onboarding, including Michigan Workforce Background Check, registry and exclusion screenings, I-9 and E-Verify, TB testing, credential verification, and completion of required training Coordinate with scheduling and case management to prioritize hiring by case, program, and service area Maintain a pre-screened candidate bench to support same-week staffing of new referrals Recruit for administrative and office positions as they become available Track and report on time-to-fill, source-of-hire, and 90-day retention metrics Payroll and HR Operations Responsibilities Process biweekly payroll from start to finish Review electronic visit verification (EVV) data against approved timesheets prior to each payroll run Verify accurate application of overtime, live-in and companionship exemptions, mileage reimbursement, and shift differentials Process new hires, terminations, rate changes, direct deposit updates, wage garnishments, and tax withholding forms Respond to employee payroll inquiries with clear, professional explanations Maintain personnel files in accordance with state licensing, HIPAA, and payer audit requirements Complete employment verification requests Assist with employee relations documentation and offboarding procedures Required Qualifications Minimum two years of experience in human resources, recruiting, or payroll, preferably in home care, healthcare, staffing, or another high-volume hourly environment Hands-on payroll processing experience for a minimum of 50 employees Demonstrated ability to manage high applicant volume without sacrificing accuracy or responsiveness Working knowledge of FLSA and applicable wage and hour regulations Proficiency in Microsoft Excel and the ability to learn new systems independently Professional written and verbal communication skills; this position represents the agency to every candidate and employee Proven record of handling confidential employee information appropriately High school diploma or equivalent required; associate's or bachelor's degree preferred Preferred Qualifications Experience with payroll software and electronic visit verification (EVV) platforms; familiarity with HHAeXchange is a plus Familiarity with Michigan Medicaid programs, including Home Help, MI Choice Waiver, Community Mental Health, and D-SNP long-term care Bilingual in Arabic or Chaldean FPC, CPP, PHR, or SHRM-CP certification Prior experience recruiting certified nursing assistants, home health aides, or direct care workers About Compassionate Arms Compassionate Arms has been a licensed Michigan home care agency since 2015, serving Macomb, Oakland, and Wayne counties. Our caregivers — hundreds of them across the region — provide in-home personal care and supportive services to older adults and individuals with disabilities, working with a broad mix of state programs, community-based organizations, managed care plans, and private pay clients. The agency operates from two company-owned offices in Sterling Heights and Troy. Compensation and Schedule $25.00 to $30.00 per hour, commensurate with experience. The upper end of this range is reserved for candidates with prior home care, EVV, or high-volume hourly payroll experience. Full-time, Monday through Friday during standard business hours, with limited flexibility required around payroll deadlines. This position is on-site at our Sterling Heights office; recruiting and onboarding are conducted in person and the role is not eligible for remote or hybrid work.
