POSITION SUMMARY APV
is seeking a highly experienced HR Specialist Classification & Documentation to provide technical expertise in position classification, job evaluation, and organizational design for a federal client. This role ensures the client maintains compliance with OPM classification standards, pay plans, and occupational series guidance while supporting agency-wide workforce planning and organizational effectiveness initiatives DUTIES Position Classification & Evaluation Conduct classification reviews, position analyses, and evaluations to determine appropriate occupational series, title, and grade levels.

Develop, review, and maintain position descriptions (PDs) to ensure consistency and compliance with OPM standards.

Prepare detailed classification evaluation statements, findings, and recommendations for HR staff and management.

Perform desk audits, job analyses, and position management reviews. Advisory Services & Organizational Design Provide technical advice to managers, supervisors, and HR professionals on classification and organizational design matters Recommend improvements to workforce structures, organizational alignments, and position management strategies.

Support the client in applying new OPM classification standards, pay plans, and occupational guidance. Compliance, Policy, & Documentation Ensure adherence to OPM regulations, policies, and federal HR guidelines.

Draft and update classification-related policy documents, job aids, and internal guidance materials.

Serve as a resource for addressing classification grievances, appeals, or audit findings. Workforce & Program Support Contribute to workforce planning initiatives by analyzing classification and position management data.

Develop reports and dashboards tracking classification activities, trends, and compliance metrics.

Support leadership in optimizing workforce structures to meet mission-critical needs.
EDUCATION
Bachelors degree in human resources, Public Administration, Business, or related field.
REQUIRED QUALIFICATIONS
Minimum 5-7 years of federal classification and position management experienceDemonstrated expertise with OPM classification standards, occupational series, and pay plansProven experience developing, reviewing, and evaluating federal position descriptions.

Strong analytical, organizational, and advisory skillsMust be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and dataPosition requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs. Must be authorized to work in the United States without employer sponsorship now or in the future.
PREFERRED QUALIFICATIONS
Prior experience supporting OPM or another cabinet-level federal agency in classification.

Experience with workforce analysis and organizational restructuring projects.

Professional HR certifications (e.g., SHRM-SCP, HRCI
SPHR, IPMA-CP
).
