Applications will be accepted starting April 16, 2026 until May 07, 2026 at 11:59pm. The City of Carson is seeking a highly motivated Human Resources Specialist to join our Human Resources and Risk Management Department. This is an exciting opportunity to contribute to a full range of HR functions while supporting a workforce dedicated to serving the community. This position plays a vital role in delivering high quality HR services that support our employees and organizational goals. Key strengths include:
Full-cycle recruitment experience, including job postings, exam coordination, candidate communication, and eligibility list development.Strong HRIS proficiency, including processing personnel transactions and maintaining confidential records.
Knowledge of public sector HR practices (California municipal experience preferred). Familiarity with HIRS platforms such as Tyler Munis and NeoGov is a plus.
Ability to manage sensitive information with discretion and professionalism.

FLSA:
Exempt) vacancy with a 4/10 schedule, working Monday through Thursday from 7:00 a.m. to 6:00 p.m. (including a 1-hour unpaid lunch break). Work hours and/or the work schedule may be adjusted based on the operational needs of the department. The City does not currently offer remote or hybrid work options.EXAMPLE OF DUTIES
Under direct supervision, performs a variety of technical paraprofessional and administrative duties related to confidential Human Resources activities such as benefits, recruitment and selection, maintenance of employee records and data; supports professional and management Human Resources staff; performs related duties as required.Key ResponsibilitiesThese functions are representative and may not be present in all positions in the class. Management reserves the right to add, modify, change or rescind duties and work assignments.
Participates in recruitment and selection process; prepares and distributes job announcements and advertisements; makes arrangements for oral and performance examinations; administers written examinations; provides notification to candidates of recruitment status and results; prepares and certifies eligibility lists.
Processes personnel actions such as new hires, merit increases, promotions and terminations in IFAS.Prepares, maintains, and updates a wide variety of confidential personnel-related records and files.
Tracks performance evaluations and step increase dates; notifies supervisors and managers of due performance evaluations.
Assists in researching and assembling information for classification and compensation purposes and other personnel studies.
Initiates and responds to salary and benefit surveys, classification studies and employment verifications.
Provides information to the public, other agencies and city staff regarding Human Resources benefits, policies, procedures, rules and regulations.
Performs a variety of general administrative support duties; independently composes, prepares and proofreads letters and other documents; prepares periodic and special reports.
Prepares and processes purchase orders and receiving reports.
Conducts new employee orientation; processes employee benefit forms and records; enrolls employees in various benefit programs and provides plan information to employees.
Maintains liaison between employees, the city, and benefit providers.
Coordinates and makes arrangements for various programs including benefits open enrollment, workshops/training, DOJ live scan and DOT drug testing program.
Assists professional staff with special projects, investigations and other personnel functions.
Performs related duties as required.
