This role will be responsible for developing recruitment strategies, managing high-volume hiring needs, building strong candidate pipelines, partnering with hiring managers, and supporting recruitment process improvements. The Senior Recruitment Specialist will work closely with HR, Operations, Engineering, Project, and technical teams to understand staffing needs and secure qualified talent for field engineering, construction, technical, operational, and professional roles. This position requires strong sourcing ability, excellent communication skills, attention to detail, and the ability to manage multiple hiring priorities in a fast-paced, project-based environment.
Duties Full-Cycle Recruitment Leadership:
Lead full-cycle recruitment activities, including job requisition review, job posting, sourcing, screening, interview coordination, offer preparation, and pre-employment follow-up.
Recruitment Strategy & Planning:
Develop and execute recruitment strategies based on business needs, hiring priorities, workforce planning, market conditions, and hard-to-fill positions.
High-Volume Hiring Support:
Support high-volume hiring needs for field engineering, project, construction, technical, and operational roles as the company continues to expand.
Hiring Manager Partnership:
Work closely with department managers, Operations, project leaders, and technical teams to understand staffing needs, job requirements, hiring timelines, compensation expectations, and candidate profiles.
Candidate Sourcing & Pipeline Development:
Build and maintain candidate pipelines through job boards, LinkedIn, referrals, agencies, professional networks, talent communities, and other sourcing channels.
Interview & Selection Process Management:
Coordinate and manage the interview and selection process, provide candidate assessments, and support hiring managers in making hiring decisions.
Offer & Hiring Process Coordination:
Prepare offer recommendations, coordinate offer approvals, communicate with selected candidates, and support negotiation of employment terms.
Recruitment Metrics & Reporting:
Track recruitment progress, hiring status, time-to-fill, source effectiveness, candidate pipeline, and other recruitment metrics; provide regular updates to HR management.
Employer Branding Support:
Support employer branding initiatives, job fairs, recruitment campaigns, campus recruitment, community outreach, and talent attraction activities.
Recruitment Process Improvement:
Review and improve recruitment workflows, candidate experience, interview processes, onboarding handoff, and internal hiring procedures.
Recruitment Specialist Guidance:
Provide guidance and support to Recruitment Specialist(s), share recruiting best practices, and assist in improving overall recruitment efficiency.
Other Duties:
Perform other recruitment, staffing, workforce planning, and HR-related duties as assigned by the supervisor.
Qualifications Education:
Bachelor's degree in Human Resources, Business Administration, Psychology, Communications, or a related field is preferred.
Recruiting Experience:
3+ years of full-cycle recruiting experience in human resources, talent acquisition, staffing, or related recruitment functions.
Industry Experience:
Recruiting experience in engineering, construction, manufacturing, semiconductor, technical, field service, or project-based environments is highly preferred.
High-Volume Recruiting:
Experience managing high-volume hiring needs and hard-to-fill positions while maintaining accuracy, follow-up, and candidate experience.
Technical Recruiting Skills:
Experience recruiting for technical, engineering, construction, project, field operation, or skilled trade positions is preferred.
Sourcing & Pipeline Development:
Strong sourcing skills with the ability to build candidate pipelines through job boards, LinkedIn, referrals, agencies, networking, talent communities, and other sourcing channels.
ATS & Recruitment Systems:
Experience using ATS, HRIS, LinkedIn Recruiter, job boards, candidate databases, and other recruitment platforms.
Hiring Manager Partnership:
Ability to work closely with hiring managers, Operations, Engineering, Project, and technical teams to understand staffing needs, job requirements, and hiring priorities.
Communication & Negotiation Skills:
Strong verbal and written communication skills with the ability to engage candidates, coordinate with hiring managers, and support offer discussions.
Recruitment Compliance:
Basic knowledge of U.S. employment laws, equal employment opportunity principles, and fair hiring practices related to recruitment and selection is preferred.
Organization & Time Management:
Ability to manage multiple job openings, hiring timelines, recruitment projects, and competing priorities in a fast-paced environment.
Analytical & Reporting Skills:
Ability to track recruitment metrics, maintain accurate records, prepare recruitment reports, and identify opportunities for process improvement.
Relationship Management:
Strong interpersonal and relationship-building skills with the ability to develop long-term partnerships with candidates, hiring managers, agencies, and internal stakeholders.
Language Skills:
Bilingual ability in English and Mandarin Chinese is preferred but not required.
