Job Description

Talent Acquisition Professional Location:
Baltimore County, MD Position Summary Partners with Human Resources leadership to develop and implement strategies that attract, select, and hire qualified talent to support organizational programs, operations, and growth. This position develops talent pipelines, establishes community and professional partnerships, monitors recruitment performance, and personally manages priority, specialized, and difficult-to-fill searches.
Responsibilities:
Partner with senior Human Resources leadership to develop and execute the organization's talent acquisition strategy. Align recruitment initiatives with workforce needs, organizational growth, operational priorities, and long-term staffing plans. Identify opportunities to improve recruitment effectiveness, candidate quality, and hiring outcomes. Partners with department leaders, and hiring managers to assess current and anticipated staffing needs. Develop appropriate sourcing and recruitment strategies based on position requirements, labor-market conditions, and organizational needs. Owns and oversee a structured and consistent recruitment process from position intake and job posting through sourcing, screening, interviewing, selection, offer, pre-employment requirements, and handoff to onboarding. Ensure recruitment activities are timely, organized, well documented, and aligned with established policies and procedures. Identify and address barriers that may delay or negatively affect the hiring process. Talent Pipeline Development Build and maintain proactive talent pipelines for critical, recurring, and high-volume positions. Develop strategies to attract candidates for roles that traditionally experience recruitment challenges. Analyze recruitment data, workforce trends, and labor-market information to identify hiring barriers and opportunities. Use data to forecast staffing needs and recommend improvements to sourcing strategies, recruitment processes, and staffing models. Develop actionable recommendations based on recruitment performance and workforce data.
Qualifications:
Bachelor's degree in Human Resources, Business Administration, Progressive experience in talent acquisition, recruiting, Human Resources, or a related discipline. Experience managing full-cycle recruitment processes across multiple departments or functions. Experience recruiting for leadership, specialized, high-volume, or difficult-to-fill positions. Strong knowledge of sourcing strategies, candidate assessment, interviewing practices, and recruitment best practices. Strong analytical and problem-solving skills, including the ability to use recruitment data to identify trends and make recommendations. Experience with applicant tracking systems and Human Resources technology platforms. Ability to maintain confidentiality and exercise sound professional judgment. Knowledge of applicable employment and equal employment opportunity requirements.
