Employment Services Program Manager Job Description Job Title:
Employment Program Manager Reports :
Report to Chief Operating Officer Position Summary The Employment Program Manager is responsible for planning, developing, implementing, and overseeing employment and workforce development programs that support job seekers in securing meaningful employment. The role manages program operations, employer partnerships, staff supervision, consumers outcomes, compliance requirements, and strategic initiatives to improve employment opportunities and workforce readiness.   • Develop, implement, and manage employment and workforce development programs.
  • Establish program goals, performance measures, and service delivery standards.
  • Monitor

program effectiveness and ensure achievement of employment placement targets.
  • Evaluate program outcomes and recommend improvements based on data analysis.
  • Prepare and submit program reports to leadership, funders, and stakeholders. Employment Services Oversight
  • Manage and supervisor BNAFSH employment specialists/job coaches.
  • Oversee job placement, career counseling, workforce training, and employment support services.
  • Ensure BNAFSH consumers and program participants receive high-quality employment readiness and career development services.
  • Coordinate workshops on resume writing, interview preparation, job search strategies, and workplace skills.
  • Monitor participant progress from intake through job development, job placement and retention and follow along. Employer and Community Partnerships
  • Develop and maintain relationships with employers, businesses, government agencies (DARS, CSB, DBIV), and community organizations.
  • Identify employment opportunities for BNAFSH consumers and program participants.
  • Coordinate hiring events, job fairs, and employer engagement activities.
  • Collaborate with training providers and educational institutions to align workforce needs with program services. Team Leadership and Supervision
  • Recruit, supervise, mentor, and evaluate employment specialists, career counselors, and support staff.
  • Provide ongoing training and professional development opportunities.
  • Conduct performance reviews and establish staff development plans. Compliance and Reporting
  • Ensure compliance of BNAFSH progress reports, monthly reports and invoices with organizational policies, grant requirements, funding guidelines, and employment regulations.
  • Maintain accurate participant records and program documentation.
  • Monitor progress and monthly reports submission in Lauris, and monitor case management systems.
  • Submit and lead other BNAFSH staff to review and submit monthly reports and invoices to funding agencies. Budget and Resource Management
  • Monitor the accurate use of authorizations and approved hours to ensure accountability.
  • Identify funding opportunities and support grant writing efforts when required.
  • Optimize resource allocation to maximize program effectiveness.
  • Participant Success and Outcome Tracking
  • Track employment placements, retention rates, and participant success indicators.
  • Analyze employment trends and labor market information.
  • Implement strategies to improve employment outcomes and participant satisfaction.
  • Any other tasks assigned by BNAFSH Chief Executive Officer (CEO) Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, Social Services, Workforce Development, or a related field.
  • Minimum 2-3 years of experience managing employment, workforce development, career services, or related programs.
  • Experience supervising staff and managing program operations.
  • Strong knowledge of workforce development programs and employment services. Working Conditions
  • Full-time position.
  • Hybrid work schedule with four (3) days per week onsite and one (2) day remote, subject to organizational needs.
Salary Range:
Competitive and based on experience, qualifications, funding requirements, and organizational structure.
Benefits:
As stipulated in the agreement between the Employment Program Manager and Bnafsh, the employee shall be entitled to the benefits outlined in the agreement, subject to its terms and conditions.
