Job Description
Introduction The Wisconsin Department of Children and Families (DCF), Division of Family & Economic Security (DFES), Bureau of Working Families (BWF), Training & Communications Section, is currently recruiting to fill three (3) BWF Training Officers positions. This recruitment may be used to fill similar vacancies that may become available in the near future. This position may allow hybrid work for a portion of the work schedule up to 80% depending on the employee's preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process. For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation. Position Summary These positions strategize, develop, organize, implement, administer and conduct state-wide training programs to ensure compliance and integrity of TANF programs with federal and state requirements. Major aspects of these positions include: Functions as a project manager for assigned training projects in accordance with the section's annual training implementation and monitoring plans; Assesses the training needs of department and contracted agencies staff, develops course curriculum (traditional and distance formats), defines learning objectives, coordinates and conducts training activities; Conducts statewide stakeholders outreach efforts to gather direct feedback from training audiences, frontline workers, and program participants to assess the effectiveness of the program communication, training experience, and identifies areas of improvement; Leads workgroups in the development, publication, and maintenance of all BWF program materials, policy manuals and website content. View the complete position description. Salary Information The classification title for these positions are Staff Development Program Specialist - Senior. The starting salary is between $32.00 and $39.00 per hour ($66,560 and $81,120 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment. The pay schedule/range is 81-03. A one-year probationary period may be required. Job Details Due to the nature of these positions, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled. Qualifications Minimally qualified applicants will have: Experience using learning objectives (a clear, actionable, and measurable statement defining what a learner will know or be able to do by the end of a lesson, course, or program) to design and deliver presentations, training programs, and curriculums for adults. Experience using information technology and software tools to develop and deliver in person and on-line trainings (Microsoft Office products, SharePoint, Microsoft PowerPoint, Project, Visio, Articulate 360, Adobe Photoshop, etc.). Experience analyzing detailed information, policies, or programs and/or collaborating with subject matter experts to develop training materials (user guides, desk aids, visual aids, project charters, e-learnings/web-based training, materials for print, web, and video, etc.).

Experience working with policies, regulations, or federal/state laws related to large public or private sector agencies or programs (child care regulations, Wisconsin Works, etc.). Experience leading and/or participating in training development projects (involving multiple stakeholders, subject matter experts, and/or inter-departmental collaborations, etc.).
