Job Summary The Patrol Lieutenant is a sworn supervisory and command-level law enforcement position responsible for assisting with the planning, organization, coordination, and supervision of Patrol and Investigations operations within the Jerome County Sheriff's Office. Working under the direction of the Patrol & Investigations Captain, the Lieutenant provides leadership and operational oversight to assigned supervisors and personnel and assists in ensuring effective law enforcement services, consistent supervision, policy compliance, employee development, accountability, and public safety. The Lieutenant directly supervises assigned supervisory personnel, including the Investigator Sergeant, and provides oversight of patrol and investigative operations, staffing, scheduling, training, performance, major incidents, and operational priorities. The position serves as an intermediate level of command between first-line supervisors and the Patrol & Investigations Captain and is expected to exercise independent judgment and initiative within established authority. The Lieutenant may assume responsibility for Patrol and Investigations operations in the Captain's absence or as assigned and may respond to or assume command responsibilities during major incidents, critical events, and emergency situations. Essential Duties/Responsibilities Assists and coordinates day-to-day Patrol and Investigations operations under the direction of the Patrol & Investigations Captain; Directly supervises assigned supervisory personnel, including the Investigator Sergeant, and provides leadership, direction, coaching, and accountability; Assigns and delegates responsibilities to subordinate supervisors and monitors work assignments, staffing, scheduling, and operational needs; Conducts and coordinates supervisor meetings, shift briefings, and operational communications regarding criminal activity, special assignments, community concerns, policy changes, and other relevant information; Directs operational priorities, special assignments, deployment of personnel, and use of assigned resources based on public safety and operational needs; Oversees investigative operations through the Investigator Sergeant and monitors significant investigations, investigative workload, staffing, case progression, and resource needs; Provides command-level direction and oversight during major, complex, sensitive, or high-profile investigations; Coordinates Patrol and Investigations activities to promote effective communication, case coordination, information sharing, and efficient use of personnel and resources; Responds to and coordinates personnel and resources during major incidents, critical incidents, crime scenes, search operations, emergencies, and other significant law enforcement events; Assumes or supports incident command responsibilities and ensures appropriate command notifications are made regarding significant incidents and operational matters; Reviews reports, investigations, complaints, and operational activities as appropriate for accuracy, completeness, quality, and compliance with applicable laws, policies, and procedures; Monitors employee and supervisor performance and provides coaching, counseling, corrective action, professional development, and accountability within assigned authority; Conducts or participates in administrative reviews, internal investigations, citizen complaints, use-of-force reviews, and other personnel or operational matters as assigned; Implements and enforces Sheriff's Office policies, procedures, operational standards, and command directives and provides recommendations for changes or improvements; Coordinates with local, state, and federal law enforcement agencies, emergency services, prosecutors, courts, and other governmental or public safety agencies regarding investigations, apprehension of offenders, emergency response, and other law enforcement matters; Participates in community policing activities and works with residents, businesses, schools, and community organizations to address public safety concerns and strengthen relationships between the Sheriff's Office and the community; Responds to community concerns and provides information regarding law enforcement activities, services, policies, and available resources within the scope of assigned authority; Prepares cases and documentation and may appear in court or other proceedings to provide testimony as required; Identifies training and professional development needs and coordinates supervisory meetings, training, and development activities for assigned personnel; Participates in hiring, promotional processes, employee development, and succession planning as assigned; Monitors staffing, scheduling, equipment, vehicles, technology, and other operational resources and provides recommendations regarding division needs; Participates in the preparation, monitoring, and administration of assigned Patrol and Investigations budgets, grants, equipment requests, and resource expenditures; Prepares and reviews reports, correspondence, recommendations, operational plans, evaluations, and other administrative documentation; Keeps the Patrol & Investigations Captain informed of significant investigations, incidents, personnel concerns, staffing issues, operational matters, and resource needs; Performs the duties and responsibilities of subordinate sworn personnel when required by staffing, emergency, or operational needs; Performs general patrol, investigative, enforcement, and other peace officer duties as necessary; Maintains on-call availability and responds to emergency situations, major incidents, and significant operational needs as required; Performs the duties of the Patrol & Investigations Captain during the Captain's absence or when assigned; Maintains confidentiality of sensitive criminal justice, investigative, personnel, and operational information; Leads by example and promotes a professional, respectful, ethical, accountable, and service-oriented work environment; Upholds the Law Enforcement Code of Ethics and all applicable County and Sheriff's Office policies, procedures, and safety practices; and Performs other duties as assigned. Minimum Qualifications High school diploma or equivalent required; associate degree or higher in criminal justice, law enforcement, public administration, or a related field preferred; Minimum of seven (7) years of progressively responsible law enforcement experience preferred, including three (3) years of supervisory experience; Experience in patrol operations and criminal investigations strongly preferred; Must possess and maintain a valid driver's license and remain eligible to operate County vehicles; Must meet and maintain all applicable Idaho POST employment and certification requirements; Must maintain required firearms qualifications and remain legally eligible to possess and carry a firearm; and Must successfully pass all required background investigations and employment standards consistent with Idaho POST, County policy, and Sheriff's Office requirements. Knowledge, Skills, and Abilities Modern law enforcement principles, practices, procedures, and operational standards; Patrol operations, criminal investigations, case management, evidence handling, and major incident response; Federal, state, and local laws, Idaho criminal procedure, constitutional requirements, and applicable Sheriff's Office policies and procedures; Principles and practices of law enforcement leadership, supervision, employee development, performance management, and accountability; Incident command, emergency response, staffing, scheduling, budgeting, resource allocation, and operational planning; Idaho POST requirements, CJIS requirements, and professional law enforcement standards; Plan, organize, coordinate, and evaluate Patrol and Investigations operations; Effectively supervise subordinate supervisors and law enforcement personnel; Analyze complex law enforcement, personnel, investigative, and operational matters and develop effective solutions; Exercise sound judgment and make effective decisions in stressful, high-risk, or rapidly changing situations; Interpret and apply laws, policies, procedures, and regulations consistently and fairly; Communicate effectively, prepare professional documentation, maintain confidentiality, and establish effective working relationships with employees, agencies, courts, and the public. Idaho POST Requirements and Standards Must comply with all applicable Idaho POST requirements and Idaho Administrative Code standards; Must possess and maintain required Idaho POST certification and complete mandatory training and continuing education; Must obtain and maintain applicable supervisory and management-level POST certification within required timeframes; Must maintain firearms qualifications and other certifications or specialized training required by the Sheriff's Office; and Must maintain professional conduct, ethical standards, and physical readiness consistent with Idaho POST and Sheriff's Office requirements. Work Environment and Physical Requirements Work is performed in office, patrol, field, courtroom, crime scene, and emergency response environments; May be exposed to stressful, hazardous, hostile, traumatic, or emergency situations, including potentially violent individuals, bodily fluids, infectious diseases, and disturbing scenes or evidence; Requires operation of County vehicles, firearms, radios, computers, and other law enforcement equipment; Requires the physical ability to perform sworn law enforcement duties, including standing, walking, running, driving, bending, kneeling, climbing, restraining individuals, and lifting, carrying, pushing, pulling, or dragging individuals or equipment exceeding 50 pounds; Requires sufficient vision, hearing, communication ability, strength, agility, coordination, and mobility to safely perform the essential functions of the position; Requires the ability to work extended or irregular hours and respond to on-call, emergency, and critical incidents as operational needs require; and Reasonable accommodations may be made to enable qualified individuals with disabilities to perform the essential functions of the position.
