J SUMMARY

The Code Enforcement Officer is responsible for promoting compliance with City ordinances, property maintenance standards, zoning regulations, nuisance codes, and related municipal codes through education, inspections, investigations, documentation, and enforcement activities. The position conducts field inspections, investigates complaints, prepares reports, issues notices and citations, maintains case files, and works cooperatively with citizens, City departments, contractors, and the judicial system to achieve voluntary compliance whenever possible.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential and other important responsibilities and duties may include, but are not limited to, the following: Conduct field inspections of properties to ensure compliance with City property maintenance, nuisance, zoning, and other applicable codes and ordinances. Document violations through written reports and photographs. Inspect live and dead trees for permitting purposes and provide information and recommendations to the Board of Zoning Adjustment (BOZA) for review and approval. Prepare and issue notices of violation and citations for code violations in accordance with City ordinances and established procedures. Conduct follow-up inspections and court-ordered re-inspections of properties; document continued violations with written reports and photographs; provide updates for court proceedings; and appear in court as required. Respond to requests for assistance from other City departments, including the Police Department, Public Works, Animal Control, and other agencies. Inspect properties and, when authorized, assist in posting structures as unfit for human habitation. Research City ordinances, state statutes, and related regulations to support code enforcement activities. Coordinate with the Carroll County Sheriff's Office regarding foreclosures, evictions, and other enforcement matters as necessary. Prepare and submit routine, quarterly, annual, and special reports to management. Compile information and make presentations to the Mayor, City Council, boards, commissions, or other groups as requested. Respond to inquiries from property owners, contractors, citizens, and other agencies by explaining applicable codes, ordinances, regulations, enforcement procedures, and inspection findings while maintaining appropriate confidentiality. Create, maintain, and organize inspection files, case records, photographs, citations, correspondence, and other documentation in both electronic and paper formats in accordance with City record retention requirements. Support the relationship between the City of Eureka Springs and the public by providing professional, courteous, and responsive customer service while promoting the City's goals, policies, and priorities. Perform all duties in accordance with established safety practices and utilize appropriate personal protective equipment when required. Perform other related duties and responsibilities as assigned.

SPECIAL KNOWLEDGE, SKILLS, ABILITIES OR EDUCATION

• Knowledge of municipal property maintenance, nuisance, zoning, and related codes and ordinances.
• Knowledge of applicable Arkansas laws, regulations, and enforcement procedures related to code enforcement.
• Ability to interpret and apply City ordinances, policies, procedures, and applicable state laws.
• Ability to conduct inspections, investigations, document findings, and prepare accurate reports and case files.
• Ability to communicate effectively, both verbally and in writing, with property owners, contractors, elected officials, City staff, attorneys, and the general public.
• Ability to explain code requirements and enforcement procedures in a professional, courteous, and impartial manner.
• Ability to establish and maintain effective working relationships with City departments, governmental agencies, and the public.
• Skill in utilizing computers and standard office software, including word processing, spreadsheets, email, and record management systems.
• Ability to organize work, prioritize assignments, meet deadlines, and maintain accurate records.
• Ability to exercise sound judgment, maintain confidentiality, and perform duties with integrity, tact, and professionalism.
• Ability to work independently in the field with limited supervision while exercising good judgment and decision-making.

MINIMUM QULAIFICATIONS

• Two years of code enforcement, construction, inspection, building trades, planning, law enforcement, municipal government, or closely related experience preferred.
• Equivalent combination of education and experience considered.

NECESSARY SPEICAL REQUIREMENTS

• Must possess and maintain a valid Arkansas driver's license with an acceptable driving record.
• Must successfully complete a pre-employment background investigation, drug screening, and reference check.
• Must be legally authorized to work in the United States.
• Must obtain and maintain any certifications, licenses, or training required by the City or the State of Arkansas for the performance of code enforcement duties, including ICC (International Code Council) certification if required by the City.
• Must be available to attend meetings, hearings, training, and court proceedings, which may occasionally occur outside of normal business hours.

EDUCATION and/or

EXPERIENCE

• Associate degree in public administration, criminal justice, construction management, building inspection, planning, environmental science, or a related field preferred.
• Graduation from high school or possession of a GED is required.
• Two (2) years of experience in code enforcement, building inspection, construction, planning, zoning administration, law enforcement, property management, or a closely related field is preferred.
• An equivalent combination of education, training, certifications, and relevant experience that provides the required knowledge, skills, and abilities may be considered.

LANGUAGE SKILLS

Ability to read, analyze, and interpret City ordinances, state statutes, technical manuals, legal documents, and other written materials related to code enforcement activities. Ability to prepare clear, concise, and accurate correspondence, reports, inspection findings, notices of violation, citations, and other records. Ability to effectively communicate orally and in writing with property owners, contractors, City officials, attorneys, governmental agencies, and the general public in a professional, courteous, and impartial manner.

MATHEMATICAL SKILLS

Ability to perform basic mathematical calculations, including addition, subtraction, multiplication, division, percentages, and measurements. Ability to interpret and apply numerical information related to property dimensions, zoning requirements, permits, reports, and other records. Ability to accurately compile, verify, and maintain inspection data, case records, and statistical information.

REASONING ABILITY

Ability to apply common sense, sound judgment, and established policies in carrying out assigned duties. Ability to interpret and apply City ordinances, state statutes, policies, and procedures to a variety of situations. Ability to investigate complaints, evaluate facts, identify code violations, and determine appropriate courses of action within established authority. Ability to exercise discretion, prioritize multiple assignments, resolve problems effectively, and make decisions independently while recognizing when supervisory guidance is appropriate.

PHYSICAL DEMANDS

The physical demands described here include but not limited to ability to lift and carry up to 50 lbs., walk and traverse uneven terrain in all weather conditions, and sit, bend, stoop, or climb while performing routine property inspections and documenting code violations.

Dexterity & Sight:

Visual acuity to inspect property conditions, read maps and legal descriptions, and physical dexterity to operate a motor vehicle and use mobile/office equipment.

Stress Tolerance:

Ability to deal with confrontational situations and irate individuals while remaining professional.

Pay:

$20.00 - $22.00 per hour
