Job Description

GENERAL NATURE OF WORK
This is responsible administrative, supervisory, and technical work in operating an animal services agency with an emphasis on strong leadership and personnel management. An employee in this class is responsible for planning, organizing, coordinating, problem solving and supervising the activities of the animal shelter along with enforcing county animal ordinances and State laws. Duties are performed under limited supervision. Reports to the County Administrator.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid motor vehicle operator's license. On call 24 hours a day.
PHYSICAL REQUIREMENTS
Must be able to lift eighty (80) pounds or more to a height of four (4) feet or more. Must be able to work extended periods of time using regular or powered hand tools such as hammers, wrenches, brooms and mops, hoses, etc. Must be able to work in confined spaces. Must be able to stand and/or walk for extended periods of time. Eye sight must be correctable to 20/20 vision. Hearing must be within normal acceptable range of 20-25 with or without a hearing aid. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. EXAMPLES OF DUTIES
Plans, coordinates, schedules, supervises and evaluates the work of subordinates; participates in animal shelter work including daily care of animals and the impounding, euthanizing, and adoption of stray animals. Performs supervisory duties over department employees including planning, scheduling, and evaluating the work of employees engaged in the operation of the county animal services department to maximize efficiency and effectiveness Formulates and implements the strategic goals and objectives of the organization. Provides leadership toward the achievement of the organization's philosophy, mission, annual goals, objectives and growth. Observes condition of animals brought into shelter; provides emergency treatment as required. Euthanizes animals when no live outcome can be found or is appropriate. Prepares recommendations for county budget; administers the animal services budget; makes financial reports as required. Maintains thorough and accurate records. Supervises the maintenance of the shelter's equipment, building, and grounds. Completes and files daily and monthly reports on the activities of the animal shelter. Cultivate and maintain relationships with Kenton County residents, local and national rescue groups, and other area animal services agencies. Acts as Chief of Animal Control for Kenton County. Testifies in court by giving such information as required to prove violation of ordinances regarding animals. Manages the sale of Kenton County animal licenses. Assists with communication and public relations work. Performs personnel management functions, directly and through mid-level managers and supervisors. Examples include interviewing, selecting and training staff. Evaluates and reviews work assignment and staff performance. Addresses employee relation issues including promotions and terminations. Monitors animal welfare issues and ensures compliance with all applicable law and regulations; State and Federal law; networks with other local animal shelters, animal welfare and rescue groups establishing coalitions; and leads the development of community educational program promoting animal welfare. Inspects livestock as necessary. Prepares supplies requisitions as necessary. Reports monthly to the Fiscal Court on departmental activities or as necessary. Attends communities meeting and events to represent the department. Performs related duties as required.

Ability to write effectively; prepare clear and concise reports which accurately portrays the subject matter. Ability to read and comprehend written reports, training materials, etc. and to communicate this information to others; ability to train people that may have varying degrees of education and previous training. Good skills with numbers and financial management; ability to handle and analyze data and accurately present budgets, results, statistics, etc. Good working knowledge of County ordinances, and State laws as they relate to animal care. Basic computer skills; ability to access programs on a PC and to perform word processing and spread sheets with some degree of proficiency. Ability to work effectively on a daily basis with limited supervision.
DESIRABLE TRAINING AND EXPERIENCE
Graduate of a four year college or university with a degree in business management, public or business administration, or a related field, supplemented by seven to ten (7-10) years of personnel management/leadership experience over a team of ten to fifteen (10-15) people. Experience in animal control is preferred including the care and keeping of small animals; or any combination of training and experience which provides the desired knowledge, skills and abilities.
