CITY OF SHELBYVILLE

The Animal Control Enforcement Officer is primarily responsible for the external enforcement of animal control laws and ordinances. The employee is under the immediate supervision of the Animal Control Manager and the Deputy Chief of Police who is tasked with oversight of the Department of Animal Control. The employee maintains records, reports and investigative files and testifies in courtroom settings. The employee administers vaccinations pursuant to City of Shelbyville Animal Care and Control Policy and Procedure. This employee is responsible for temperament testing of animals before they are released for adoption or to a rescue agency. This employee, in consultation with the Supervisor of Animal Control, is responsible for maintaining the dangerous dog registry for the City of Shelbyville. This employee is required to obtain euthanasia certification and is responsible for the humane euthanasia of sick, injured, or dangerous dogs and the management and control of all controlled substances at the shelter. The employee, must be able to respond to emergency calls after hours and will be on a rotating on-call schedule and cleaning schedule, as set by the Supervisor of Animal Control. Instructions to the employee vary from detailed and specific to generally specific; however, some independent judgment is used in completing tasks. The employee will be required to perform any other tasks as may be required to accomplish the essential functions of the position as set out herein. This is a full-time position with an hourly rate of $19.17. The City currently provides the following for full-time employees: 100% City paid individual medical, dental & vision insurance benefits. The employee will operate light duty vehicles. 2. The employee will operate modern office equipment, telephones, computers and calculators. 3. The employee will use catch poles and other restraining equipment. 4. Work is performed at the animal control shelter and outdoors in all types of weather. 5. The employee will be required to lift, carry, dig, climb, bend, step up and down numerous times each day, and move moderately to very heavy objects, including objects that weigh in excess of 50 lbs. 6. The employee will be exposed to offensive odors and animal waste. 7. The employee is exposed to loud noise, bites and scratches from animals. 8. The employee may be exposed to chemicals and/or toxic substances.

ESSENTIAL FUNCTIONS OF THE JOB

Essential and other important responsibilities and duties may include, but are not limited to the following: 1. Possesses a thorough knowledge of all rules of the City regarding enforcement of Animal Control laws and ordinances and have ability to enforce the rules upon the public in a professional manner. 2. Patrols the City and picks up animals that are strayed, sick, or presenting a public nuisance. 3. Places cages to trap animals. 4. Captures animals for control, identification, or relocation. 5. Maintains records, reports, inventory control, and files. 6. Examines animals to detect illness, disease or injury. 7. Performs animal euthanasia. 8. Recognizes disease or parasites in animals. 9. Conducts legal searches or investigations. 10. Issues citations or warnings for violation of laws. 11. Issues summonses or subpoenas. 12. Testifies in a courtroom setting. 13. Feeds and cares for animals at the shelter. 14. Cleans and disinfects pens and cages. 15. Answers complaints from the public relating to stray animals and conveys all information to Department Supervisor. 16. Answers questions by telephone regarding status of animals. 17. Accounts for cash received from adoption fees. 18. Releases animals to owners. 19. Establish and maintain an effective working relationship with the public and other employees.

• Must have sufficient physical strength and agility to lift, move and carry heavy objects and to work under variable weather conditions.
• Knowledge of occupational hazards and safety precautions.
• Ability to carry out instructions.
• Ability to safely handle animals.
• Basic computer skills.
• Possess and maintain valid Certified Animal Euthanasia Technician (C.A.E.T) license from the Board of Veterinary Medical Examiners.
• Minimum age requirement of 18 years.
• Eligible to possess a firearm and qualify with personal firearm.
• Possess and maintain a valid driver's license from State of Tennessee.
• Graduation from a standard high school or equivalent.
• Must pass a physical examination, drug screen and background check.

Pay:

$19.17 per hour Expected hours: 40.0 per week
