POSITION TITLE:
DISTRICT INVESTIGATOR JOB DESCRIPTION
Conducts investigations, as directed, into employee conduct which may violate School Board policy, New Mexico Code of Ethical Responsibility of the Education Profession, Student Transportation Policies, Local, State or Federal laws, and Administrative Procedures.
ESSENTIAL FUNCTIONS
An individual in this role must be able to perform the following functions with or without reasonable accommodation: Conducts on-site investigations regarding employee/contract employee misconduct which may be in violation of School Board policy, New Mexico Code of Ethical Responsibility of the Educational Profession, APS procedures, APS Employee Standards of Conduct, Student Transportation Policies, Local, State or Federal laws, and Administrative Procedures; Writes comprehensive, factual reports of findings resulting from the assigned investigations for use in administrative decision; Works with law enforcement jurisdictions and courts to secure arrest and court reports and information related to criminal activities of employee/contract employees and students; Works with other government agencies to obtain information appropriate to an investigation; Testifies on investigative findings before the APS School Board, APS Labor Board, at employee complaint hearings, and in other administrative or judicial forums; Maintains accurate, comprehensive, and confidential files on all investigations; Communicates directly with Human Resources and APS Leadership regarding assigned investigations related to employee/contract employee misconduct which may result in disciplinary action; Processes and reviews video requests per APS policy Processes and reviews video requests to either confirm or deny any policy violations, unethical behavior, or civil/criminal matters; Provides written and video evidence to the requesting party and prepares recommendations to school officials on potential violations; Maintains a database and logs all investigations Assist in In-Service Training; Processes employee/contractor background checks. Serves as a backup to the District Investigations Manager in clearing background checks. Interacts with NMPED officials regarding background issues; Complies with state-approved New Mexico Administrative Code of Ethical Responsibility of the Education Profession and the APS Employee Standards of Conduct. Upholds and enforces rules, administrative directives and regulations, school board policies, Local, State and Federal laws; and Performs other duties as assigned by the appropriate administrator based on the needs of the district during the term of their employment.
PREFERRED KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE
Ability to conduct thorough investigations of violations and claims as assigned; Proven ability to write comprehensive, factual reports of findings; Must exercise strict confidence in handling sensitive personnel issues; Must be able to successfully manage multiple tasks, projects, and responsibilities; Ability to apply critical thinking skills in rendering solutions to various issues; Must be able to collaborate effectively with district and school personnel, the general public, and work with diverse groups of people Excellent organizational and communication skills.
REQUIREMENTS
Bachelor's Degree in Human Resources, Criminal Justice, Paralegal Degree, or at least seven (7) years as a full time investigator. Knowledgeable of APS policy and administrative procedures, Local, State and Federal employment laws, and New Mexico Code of Ethical Responsibility of the Educational Profession. Experience with conducting investigations. Experience in interviewing. Experience in generating clear and concise correspondence and investigative reports.
