This position is primarily responsible for ensuring compliance with the inspection, investigation and enforcement provisions of the NJ County Environmental Health Act (CEHA) as they pertain to the approved Somerset County CEHA Work Plan. At the direction of the Environmental Health Coordinator (EHC), the incumbent may also conduct inspections and investigations of general environmental and/or public health nuisances and perform other related duties as required Essential Functions Performs basic and complex inspections, investigations, and field studies to determine and ensure compliance with environmental health laws, regulations, ordinances, and facility-specific permits. Prepares detailed reports on a daily basis for all investigations conducted. Performs basic review and evaluation of compliance reports from property owners and/or facility representatives to ensure consistency with applicable State, Local, and/or Federal regulations, and provides recommendations to the supervisor. Provides timely, adequate, and professional responses to complaints. Consults with engineers, facility owners and operators, municipal officials, law enforcement, and other interested parties relevant to enforcement matters. Conducts follow-up investigations following issuance of enforcement documents. Utilizes and maintains specialized collection, control, testing, and measuring equipment. Collects established basic data and samples for each category of investigation in accordance with established policies and procedures. Performs routine mathematical calculations and rudimentary analysis. Issues Notices of Violation in the field when required. Utilizes GPS equipment to obtain field data for import into relevant GIS System projects. May be required to develop GIS maps and databases for environmental and/or public health projects. At the direction of the EHC may be required to review Notices of Violation and Penalty Assessment documents for completeness and accuracy prior to their issuance. At the direction of the EHC may be required to conduct settlement conferences with responsible parties to resolve violations of delegated CEHA programs. Assists in developing, maintaining, and using files and recordkeeping systems. Utilizes various types of electronic and/or manual recording and information systems. Aids in the preparation of evidence and participates in Department settlement conferences. Acts as a witness in Court and gives testimony under oath as may be required.

Performs other related duties as assigned. Qualifications Baccalaureate degree preferred in environmental science, or other physical, chemical or biological sciences, or public health. Candidates currently pursuing a degree in one of these fields are encouraged to apply.

Minimum requirement:

High School Diploma or equivalent. Ability to analyze, develop, and interpret County policies, and to work harmoniously with all departments, associates, and others having an interest in County government. Ability to read, write, and speak English sufficiently to perform the duties of the position. Must possess a driver's license valid in New Jersey. Knowledge of environmental and public health inspection and documentation procedures. Knowledge of State, Local and Federal laws, rules, and regulations as they apply to specific environmental compliance and enforcement programs.

Knowledge of public health regulations, procedures, and responsibilities of various public health agencies, and basic knowledge of theories, methods and practices.
