Fire Lieutenant
Job Description
Purpose of Classification The purpose of this classification is to oversee all daily activities associated with fire services, to include mitigating all hazardous situations and requests for emergency services; protecting life and preserving property; managing, organizing, and documenting personnel and supplies; conducting training; and preparing and maintaining a variety of reports, logs, and records. Essential Functions The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Supervises and participates in fire apparatus placement, including laying of hose lines, directing water streams, placing ladders, salvaging property, and ventilating fire structures. Supervises and participates in the search and rescue of persons; supervises owner-occupant support; supervises and conducts fire investigations. Establishes command at an emergency scene, including making decisions about the best methods to gain entry, attack fires, search area, and ventilate; routes fire apparatus to emergency responses; communicates by radio to Communications Center; communicates to other fire units enroute to calls; communicates arrival report; directs traffic at emergency scenes as required. Supervises the triage of patients by priority; supervises and participates in the medical treatment and transport of patients. Preserves evidence in the event of a crime scene; coordinates with law enforcement agencies. Conducts or assists in training firefighters in firefighting techniques and emergency medical procedures; conducts training on new equipment; researches new methods in firefighting; attends seminars. Supervises, directs, and evaluates assigned staff, addresses employee concerns and problems, directing work, counseling, recommending disciplinary course of actions, and completing employee performance appraisals; conducts roll call; transmits orders and information to personnel; recommends firefighters for commendations. Maintains concise station log; uploads computer data via modem; ensures completion of all run reports; prepares, maintains, and files reports and other forms; reports payroll; reviews reports prepared by other personnel. Oversees maintenance of fire stations, equipment, and fire apparatus; inspects assigned emergency response apparatus and equipment to ensure efficient operating condition and readiness; ensures supplies are restocked. Performs building/business inspections for fire safety. Completes discipline journal requirements.
ADDITIONAL FUNCTIONS
Researches and participates in the selection of equipment for the department. Performs pre-fire planning Maps new developments and annexed areas for fire planning. Performs other related duties as required. Minimum Qualifications
REQUIRED TO BE PROMOTED TO LIEUTENANT
Minimum of five (5) years of service with Boynton Beach Fire Rescue; may be reduced by one (1) year with a Florida State recognized Associates Degree or higher; and Minimum of six (6) months serving as a Step-up Officer; and Must have completed the Operator Engineer Task Book and passed the Final PO; and maintained the annua training per Article 24 Working out of classification; or on an Operator Engineer Promotional Eligibility List, or a promoted Operator Engineer; and Florida State Certified Fire Officer I; and NIMS 300 and 400 compliant; and Successful completion of all Lieutenant promotional examination/assessment process and selection by the Fire Chief with approval by the City Manager. Knowledge of Operational characteristics, services and activities of a fire suppression program. Knowledge of Modern and complex principles and practices of fire suppression, inspection and fire prevention. Knowledge of Operation, maintenance, and use of firefighting and rescue equipment. Knowledge of Fire prevention policies, rules and regulations. Knowledge of Local geography including location of mains, hydrants, and major fire hazards. Have knowledge of City resources, such as equipment, staffing, water supply, communications, and mutual aid agreements. Knowledge of Principles of supervision, training and performance evaluation. Knowledge of pertinent Federal, State, and local laws, codes and regulations. Ability to coordinate the work of assigned staff/personnel. Ability to Interpret and explain Fire Division policies and procedures. Ability to select, supervise, train and evaluate staff. Ability to establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, community groups, and the general public. Ability to maintain mental capacity, which allows the capability of making sound decisions and demonstrating intellectual capabilities. Under the U.S. Department of Education's Public Service Loan Forgiveness (PSLF) program, your student loan balance may be forgiven after you have made 120 qualifying monthly payments while working full-time with a governmental agency. The employee may elect to cover a spouse and/or dependent children by paying the applicable premium for the dependent(s). Dental Insurance Premiums for eligible employees are paid by the City. Premiums for any covered dependent are paid by the employee with a contribution by the City. Vision Care Plan Premiums for eligible employees are paid by the City.
