Job Description
Performs supervisory and administrative work in all divisions of the Police Department. Serves as commander of uniform patrol platoons, criminal investigation unit, police training academy, vice/narcotics unit, property and evidence function, records, fleet procurement and maintenance and building security, school resource officer unit, and animal control. Manages facility resources, performs the human resource function to include recruitment and hiring, promotion processes, and discipline. Serves as manager of Department's accreditation function. Approves expenditures of funds, researches and completes grant applications, administers grant funding programs and other special projects, assists in the preparation of Department budget, and develops and reviews written department procedures and policies, and manages media relations. An employee in this class is responsible for researching, planning, and using Department resources in a cost effective manner while at the same time identifying and implementing methods to improve delivery of police services. An employee in this class regularly coordinates with other government and private agencies such as Fire/Rescue, Schools, Social Services, VDOT, local hospitals or mental health services to plan and enhance public safety and delivery of investigative services. An employee in this class is responsible for planning and preparing for major incidents to include officer involved shootings, homicides, natural and man-made disasters, and other critical incidents, as well as managing those incidents when they occur. Performs other duties as assigned. Your salary will be determined by the step you are currently in. Plans and directs activities of subordinate supervisors and personnel of the various divisions of the police department. Reviews the work of subordinates to include checking reports, reviewing employee performance reviews, administering disciplinary actions, and participating in promotional decisions. Oversees the supervision of staff and supervisory personnel which includes work allocation, training, and enforcement of internal procedures and controls. Oversees the assigning of investigations and projects by subordinate supervisors. Responds to citizen requests for information and complaints that are the result of police / citizen interaction. Management of Department owned property and facilities. Researches and develops Department policies and procedures. Researches, procures, and manages use of equipment and materials necessary for subordinates to perform their work. Represents the Department on various county and interagency committees and work groups. Acts as commander at the scene of major incidents to ensure an effective police response and a coordinated response with outside law enforcement agencies and Fire and Rescue. Assumes the responsibility of the Assistant Chief of Police and the Chief of Police in their absence. Responsible for developing policy and ensuring subordinate compliance with policy to ensure retention of Accreditation status. Review and submit time records for officers assigned to the Federal Task Forces. Accurately account for and request reimbursement for Department grant funded positions. Perform complex internal affairs investigations (specialized training required)
Education Required :
Bachelor's degree from an accredited college or universityExperience Required :
Two (2) years consecutive service as Police Sergeant Certifications/ Licenses Valid Virginia driver's license with good driving record. Completion the minimum training standards required by the Virginia Department of Criminal Justice Services Knowledge, Skills and Abilities Thorough knowledge of approved principles, techniques and practices of police work Thorough knowledge of the laws and ordinances governing police work General knowledge of the geography of the county and the location of important buildings Skill in the use of firearms Ability to assign, direct and supervise subordinate officers and staff Ability to understand and carry out oral and written instructions Skill communicating effectively, both verbally and in writing Ability to analyze and evaluate complex situations and reach effective courses of action Skill in the use of computer software and devices used in police work Additional Requirements Subject to a complete criminal history and Child Protective Services background search with acceptable results. Good physical condition. Following a conditional offer of employment, must pass a post offer physical examination. May be subject to DMV driving record review as required by amount of work related driving, specified by support responsibilities. Must also be able to perform the job as described in the Physical and Environmental Demands section of this job description.
