Appointed by the Attorney General to a five-year term with the advice and consent of the Senate, the People's Counsel leads the agency's advocacy on behalf of Maryland's residential utility consumers and serves as the chief spokesperson for ratepayers in regulatory matters at both the State and federal levels. The People's Counsel directs all aspects of OPC's legal, policy, and public engagement work and plays a central role in shaping the future of utility regulation in Maryland. OPC is an independent State agency responsible for representing the interests of residential and noncommercial utility customers before the Maryland Public Service Commission, federal regulatory bodies, and State and federal courts. The agency works to ensure that electric, natural gas, telephone, and private water services remain safe, reliable, and reasonably priced, while supporting Maryland's environmental and greenhouse gas reduction goals. The People's Counsel leads this work by guiding the agency's advocacy strategy, overseeing major regulatory matters, and elevating the interests of Maryland's consumers in proceedings that directly affect their utility costs and service quality. In this role, the People's Counsel sets OPC's strategic priorities and represents the interests of consumers in proceedings before the Maryland Public Service Commission, the Federal Energy Regulatory Commission, and other State and federal agencies. The position oversees the agency's team of attorneys, policy analysts, and professional staff, ensuring effective hiring, supervision, and budget management. The People's Counsel also provides legislative recommendations to the General Assembly on matters affecting residential utility consumers and serves as OPC's public voice in discussions with regulatory bodies, State and federal partners, industry stakeholders, and the community.

People's Counsel Experience:
The ideal candidate will be an active member in good standing of the Maryland Bar (or eligible for prompt admission) and have substantial experience as a practicing attorney, including significant work in government, utility regulatory law, administrative law, or related public policy matters. Strong leadership and management experience, particularly supervising attorneys and professional staff, is essential, along with a solid understanding of the utility industry and the regulatory frameworks that govern electric, gas, telecommunications, and water services at both the State and federal levels. Excellent written and oral advocacy skills, including experience representing clients before administrative agencies or courts, are required. Preferred qualifications include prior experience before the Maryland Public Service Commission or a comparable regulatory body, experience in consumer protection, energy policy, or environmental and climate policy as they intersect with utility regulation, and experience engaging with the Maryland General Assembly on regulatory or consumer protection matters.
