Job Description

GENERAL DESCRIPTION
Under direction of the case manager/investigator supervisor 1, manages child support cases in accordance with federal, state, and local laws and procedures; processes appropriate documentation for child support cases; testifies in court if necessary.
QUALIFICATIONS
An example of acceptable qualifications: Completion of two (2) years technical training or undergraduate major core coursework in criminology, social work, psychology, or related field; or two (2) years' experience in performing child support functions to include conducting investigations to locate absent parents, establishment of paternity, and enforcement of child support orders; or one (1) course or six (6) months experience in interviewing techniques, one (1) course or six (6) months experience in business math, (1) course or six (6) months experience in case preparation techniques, (1) course or six (6) months experience in techniques of writing, and (1) course or six (6) months experience in typing, keyboarding, or word processing; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
LICENSURE OR CERTIFICATION REQUIREMENTS
Must possess a valid Ohio driver's license and maintain insurability under the county's vehicle insurance policy.
EQUIPMENT OPERATED
The following are examples only and are not intended to be all inclusive. Motor vehicle, cell phone, video conference equipment, personal computer, computer software (e.g., DJFS specific software, etc.), printer, scanner, copier, fax machine, adding machine, telephone, label maker, and other commonly utilized office equipment.
INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS
The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); has contact with potentially violent or emotionally distraught persons; has exposure to hazardous driving conditions.
Note:
In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered sedentary work. In cases of emergency, unpredictable situations, and/or department needs, the employee may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.
ESSENTIAL FUNCTIONS OF THE POSITION
For purposes of 42 USC 12101: 65% Manages child support cases in accordance with federal, state, and local laws and procedures (e.g., reviews child support cases; recommends changes; tracks child support cases to ensure compliance; conducts in-house and phone investigations by interviewing parties and witnesses to gather data to establish paternity and locate absent parents for purpose of collecting child support; verifies information gathered by phone or correspondence by contacting employers, post offices, credit bureaus, public records, newspapers, and using computer system; gathers documentation of evidence to prepare withholding orders, seek work orders, or UIFSA paperwork; prepares reports of findings and refers to attorney for legal action; gathers payroll records, income tax returns, and other documents pertinent to annual income; conducts in-house and phone interviews with parties; verifies and analyzes information to determine annual income of both parties; collects and receipts in-house child support collections; performs complex financial functions in coordination with CSPC; enforces child support orders; etc.). 20% Processes appropriate documentation for child support cases; monitors ongoing cases for employment status, default of child support parents, etc.; prepares written report of findings; recommends and submits information to attorney for enforcement to collect child support; reviews court orders and other documents to verify accuracy of information to enter the court order case into SETS computer system; analyzes case file and payment records to determine if arrears are owed; calculates amount of child support; prepares legal papers for court on computer system. 5% Testifies in court if necessary; performs clerical tasks related to investigations and follow-up reports; maintains and updates files and records accurately; serves as back-up for administrative hearing officer on paternity cases. 5% Keeps abreast of changes in child program, laws, policies, and procedures and other duties as assigned. Maintains required licensures and certifications. Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions. (7) Attends professional education and training sessions, seminars, and workshops as directed.
OTHER DUTIES AND RESPONSIBILITIES
5% Performs other duties as required.
Pay:
$20.00 - $23.00 per hour Expected hours: 40.0 per week
