The DATS is responsible for matters relating to the effective supervision of defendants who require involvement in the drug treatment program, (including short term residential substance abuse treatment) and/or testing. The DATS also serves as the Contracting Officer in all matters relating to the solicitation and maintenance of treatment service contracts for the district under the direct supervision of the supervisory pretrial services officer. Conducts investigations and prepares reports for the court with recommendations which require interviewing defendants and their families, as well as, collecting background data from various sources. An integral part of this process is the interpretation and application of policies and procedures, statutes, Federal Rules of Criminal Procedures, monographs, and relevant case law in area of specialization. Serves as a resource and expert to the court, line officers, and staff in drug and alcohol cases. Guides, advises, trains, and make recommendations to other officers, the court, and other individuals in cases involving area of specialization. Reviews, analyzes, and interprets statutory and Judicial Conference requirements for administration of pretrial services treatment services and drafts local policies and procedures needed to meet these requirements. Trains line officers on identification and treatment of persons under supervision with drug and alcohol issues. Responsible for overseeing the ordering and issuance of drug test supplies. Participates in the solicitation of vendors for mental health, drug treatment, and sex offender contracts, evaluates bids in accordance with the federal policies and procedures, and recommends awards. Participates in on-going training and education opportunities to further develop and/or enhance techniques and skills relating to investigation and supervision practices of persons under supervision in area of specialization. Assist with monitoring/auditing treatment services, provides technical assistance to providers, assesses services to ensure compliance with contract provisions. Verifies and processes monthly bills and invoices for payment to vendors and contractors. Monitors the accurate submission of billing documents from the providers to ensure the appropriate disbursement of funds. Assists with developing and implementing programs, policies, procedures, and other administrative tasks to achieve a high quality, service delivery standard and a successful defendant treatment rate in the district. Assists officers in utilization of treatment services programs and conducts training for staff. Prepares program procedures in written form to ensure overall understanding and consistency within the district. Acts as a resource for other officers with respect to sex offenders, substance abuse, and/or mental health disorders and recommends appropriate treatment strategies. Trains line officers on the identification and treatment of defendants with high risk and/or specialized needs. Collaborates on the planning, execution and management of the district's treatment budgets. Attains and maintains the appropriate level of national certification through the COCP program offered through the Administrative Office of U.S. Courts. Collaborates with U.S. Probation. Qualifications Qualifications for Drug and Alcohol Treatment Specialists are prescribed and set forth by the Judicial Conference of the United States. To qualify for the position of drug and alcohol treatment specialist, the incumbent must be a current pretrial services or probation officer in good standing and must possess at least three years of specialized experience with at least one year equivalent to work at CL 28. Incumbent must possess a demonstrated skill in supervising defendants with specialized needs/situations such as, substance abuse, mental health, etc. Incumbent must have demonstrated ability to work with challenging defendants and handle complex supervision investigations and a willingness to assist officers in supervising these difficult cases. All pretrial services or probation officer positions require completion of a bachelor's degree from an accredited college or university in a field of academic study which provides evidence of the capacity to understand and apply the legal requirements and human relations skills involved in the position.

Specialized Experience :

Specialized experience is progressively responsible experience, gained after completion of a bachelor's degree from an accredited college or university, in such fields as probation, pretrial services, parole, criminal investigations, or work in substance/addiction treatment, public administration, human relations, social work, psychology, or mental health.

However, all applicable standards for the background reinvestigation apply. The Chief U.S. Pretrial Services Officer of the receiving district may request drug and/or medical testing be conducted if, through direct observation or objective evidence, finds an officer is unable to perform the essential job functions, as defined in the medical guidelines. Also, at the Chief's discretion, the most recent reinvestigation report completed on behalf of the officer may be examined. The duties of the DATS require the investigation and management of alleged criminal defendants who present physical danger to officers and to the public. In the supervision, treatment, and control of defendants, the duties require moderate to arduous physical exercise, including prolonged periods of walking and standing, physical dexterity and coordination necessary to operate a firearm, and use of self-defense tactics. Daily officers face unusual mental and physical stress because they are subject to danger and possible harm during frequent, direct contact with individuals who are suspected or convicted of committing federal offenses.
